As an international consultant in Health Planning and Evaluation, you have been an assignment by the Government of Australia to review current Malawi's Health Sector
Strategic Plan (HSSP) II 2017-2022 and develop an ideal health sector plan for 2023- 2028. Malawi is a developing country and heavily depends on external funding for
financing its health system and services. The Government of Australia has agreed to provide technical and financial support for developing a revised Malawi's Health Sector Plan III 2023 -2028. Your role is to develop a blueprint of an ideal plan for 2023-2028. The first part of your assignment in this role is to critique current Malawi’s HSSP II (see the document as provided) using a planning framework or approach of your choice. Depending on what you think should be the focus of the plan, you can use population health planning or institutional-based planning or strategic planning. Note that population’s health planning focusses on improving the health of the population and considers social determinants of health. Institutional-based planning focuses on improving the performance of the healthcare organisation or system-focuses on the strength and weaknesses of the organisation. Health services planning focusses on improving the actual services to be provided in terms of the design, availability, cost quality, etc. Strategic planning focuses on improving both the population’s health and performance of the health system. The second part of your assignment in this role is to identify one main priority health issue i.e. relating to populations' health or performance of the health system and quality of services but it has to be a specific issue i.e. high maternal mortality or inadequate human resource. In addition, your role is to analysis the problem which you have selected and develop goals, objectives, and strategies for addressing that health issue or problem.
Based on your Terms of Reference for your contract as an external consultant with the Australian Government, your first and second part of your assignment your task is
to address the following;
1. Identify what should be the focus (improving population’s health, health system performance or services or combination of these) for the next plan and
justify your decision. Consider basing your justification on priority setting criteria in planning, values that underpin health planning and international
policy norms on government obligations to improving populations' health, i.e. human rights, Universal Health Coverage, Social Development Goals etc.
2. Based on your selected planning focus, identify an appropriate planning framework for reviewing and revising Malawi’s Health Sector Plan. For example, you can choose the population’s health, health services, strategic or institutional planning frameworks. Justify why Malawi should use that planning
framework for its next plan?
3. Based on task 1 and 2, analyse Malawi’s health sector planning context: i.e. identify contextual factors (internal and external) to the health sector and discuss their implications on the success of the next pan. Using a SWOT analysis tool, identify three major health system capacity concerns (weaknesses) and discuss their implications on the planning process, implementation and evaluation of the next HSSP. Also, discuss how these might be addressed to minimize their impact. Use a SWOT analysis matrix for summarising as many contextual factors as you can. Discuss your SWOT analysis emphasizing on the potential implications of the three main health system weaknesses and how they might be addressed.
4. Based on the planning context and demographic information for Malawi, specify what should be the main health priority issue or problem that the
current Health Sector Plan should address in the next plan? Provide evidence and rationale for your recommendations in this regard i.e. use a priority setting criteria as a basis for your decision (selection).
5. Using a tree analysis or problem analysis tool or decision analysis, or mind mapping tool, identify the immediate and underlying causes of the
priority health issue/problem you have identified under task 4.
6. Based on your problem analysis, use a flip method to develop the overall goal, three (3) SMART objectives and three (3) strategies that need to be implemented for each objective. Follow the SMART principles in developing goals and objectives. Use a table and text to explain the table for this
section.
7. Present a stakeholder analysis matrix of at least 5 key stakeholders who will be relevant for the Ministry of Health in Malawi to engage with in order to successfully plan, implement and evaluate the ideal plan. Also, discuss how the health sector should engage with those stakeholders The relevance of the stakeholders should be based on your priority health issue, objectives, and strategies.
8. Conclusion: Finally, advise the Australian government, what sort of support is needed to strengthen the capacity of Malawi’s health system to successfully plan, implement, monitor and evaluate the ideal health sector plan. You may need to draw on SWOT analysis for this section (come from assignment 1, revise to strengthen your key messages).
