Assignment 1: Research Paper – Quality Management in Practice

Preparation:
Before starting this assessment, you should have engaged with the weekly material from all modules and have understood and acted on any feedback from previous unit assessments. This is not a group assignment. It is an individual assignment to be completed by yourself. 
Assignment Brief: Scarborough Beach Swimming Pool Project 
The Scarborough Beach Redevelopment program has been undertaken to transform the iconic beachfront precinct located in Perth, Western Australia, and deliver significant benefits to both the local community, as well as to attract tourists and host surf lifesaving and other events in its newly redesigned facilities. It was completed in 2018. 
The Scarborough Redevelopment Program includes the following component projects, all of which contribute to the benefits that will be realised through the combined efforts, and contribution of ach:
Component Project 1 – Construction of the Scarborough Swimming Pool. 
This geothermally heated, 50 metre and 25 metre pool system had a budget of 26 million dollars to build, and it forms a major component project within the Scarborough Beach Redevelopment program. Major challenges identified included objections from local residents, noise complaints and sandy ground. The project won a number of awards. 

Component Project 2 – Redevelopment of the Scarborough Square. 
Recognised as the natural heart of the Scarborough Beach Redevelopment program, the Scarborough Square development, included the redesign of existing facilities and the creation of new food, beverage and retail outlets programmed to support ongoing daily and seasonal activity that take place in the area. Public toilets and other facilities were also developed, along with a shared-path for cycling and pedestrian traffic, and also sites for markets and food trucks. The centre piece of the Scarborough Square is a clock tower. 
Component Project 3 – Construction of the Beach Hub. 
Viewed as the ‘jewel in the crown’ of the Scarborough Beach Redevelopment program, this component project is an assemblage of beachfront facilities and services, primarily the redevelopment of the existing lifesaving facilities, flagship bar and all-season play facility. Additional features include changing and shower rooms, new eco-friendly buildings, alfresco restaurants, skate park and beach viewing spots. 
Component Project 4 – Design Vehicle Movement, Pedestrian and Cycle Access and Parking
Identified as a major challenge was the improvement of beach front access for pedestrians and cyclists, whilst still maintaining appropriate vehicle access. By spreading transport and parking demand around the site, rather than focussed at the central intersections, a less congested, more permeable and connected area was developed. Key features of this component project are: the redesign of the existing parking area, shade and shelter facilities and a change to the road network. 
Assignment Overview: 
The Scarborough Swimming Pool will form the basis of this research and will require you to immerse yourself in key project quality aspects of this component project. You should start by reviewing available documentation such as the Scarborough Masterplan to understand the possible quality elements within the program that may relate to the Scarborough Pool project. Using current PMBOK 6, Quality Management theory, map out, identify and link each stage of the project process with quality elements and comment on specific successes and failures of each in a research paper, then making recommendations to address any shortcomings in the form of a “lessons learned” report via a Panopto video. 
The responses should be delivered as a 10-minute Panopto video recording, supported by a script outlining your narration, pitched towards the Scarborough Residents. This must be a professional, clearly planned and skilfully presented presentation with your face visible at all times.

• References must be APA 7th compliant. Consider using Endnote to make this process easier and to improve accuracy. 
• The analysis and synthesis of the Scarborough Swimming Pool program as a whole will enable you to provide justified solutions and/or recommendations. These may require you to read more widely and deeply than the material provided in Blackboard, and you are encouraged to read relevant academic journal articles and professional blogs. Clear solutions and recommendations, with the supporting rationale as to their applicability must be included in the research paper. 
•The report must include significant reference to PMBOK 6, Quality Management theory, map out, identify and link each stage of the project process with quality elements and comment on specific successes and failures of each. 
•The report must be summarised as a “lessons learned” report and presented as a logically structured, coherent and scholarly research summary using a Panopto video. When preparing the Panopto video, your face must be visible at all times, you sound must be clear with no background noise and you must follow the script you have prepared. You should be properly attired for a professional business presentation.
