In the context of the global railway industry, the development of railway infrastructure has proven to be a successful business strategy applied by many developed countries (Leenen & Wolf, 2016).  The countries with well-developed railway infrastructure managed to realize a business environment of great customer satisfaction and annual growth of about 2,3% globally (Leenen and Wolf, 2016). This phenomenon further indicates that the rate of response in railway infrastructure development can be seen as a key performance indicator for economic growth (Andersson & Elger, 2007). The improvement of railway infrastructure has been deemed important and thus prioritized in many developing countries (Leenen & Wolf, 2016). A railway infrastructure needs to be in a good operational state and aligned to meet the high market demand for a reliable transportation of imports and exports (Department of development research, 2015). Though this seems to be a feasible strategic solution for economic growth, railway infrastructure requires continuous improvement to ensure operational reliability (Department of development research, 2015). Subsequently, this ideal phenomenon has over the years been challenged by constraints and complexities that threatened the success of projects aimed at developing railway infrastructure.  Robertson (2001) argues that quality, safety, budget, technical skills, and technology are the five most common factors that constitute complex challenges faced in modern infrastructure development projects. Pulido (2018) further stated that most complex projects (Railway infrastructure included) fail because of a lack of proper management of internal and external system interface requirements.
