You will assume that you are working as a policy officer in the Commonwealth Attorney-General's Department, where you are tasked with preparing a briefing on enhancing the protection of human rights by the Commonwealth.

While crafting your briefing, consider the following scenario:
You are asked to assume that you are working as a policy officer in the Commonwealth Attorney-General's Department.
Australia has recently elected a new Government, and the new Attorney-General is keen to be seen as a 'reformer’.
She has Asked the Department to prepare a briefing on the possibility of developing a recommendation for a constitutionally embedded bill of rights.
The Attorney-General has indicated that the briefing should not outline the process of constitutional amendment. She considers that a secondary issue to be confronted once the most effective approach has been identified.
The task of preparing the briefing has been assigned to you.
Writing your response (how do I do this?)
An evaluation of the approach by reference to every potential stakeholder may be challenging within the scope of a short paper. You may choose to adopt the perspective of a specific group or groups (e.g. Indigenous people, people with a disability, people who cannot afford to access the justice system) from which to evaluate the effectiveness of different proposals. However, you will need to make clear that you have done so early in the briefing.
The assessment is a ministerial briefing. Consequently, it must be expressed concisely and clearly with clear, actionable recommendations. However, you can assume that the Attorney-General understands the Australian legal system and parliamentary processes.
The briefing must be submitted in Word format and conform with the expectations of academic honesty.
