Scenario
The MSC Napoli incident occurred on 18th January 2007 and was the subject of a detailed investigation by the UK Marine Accident Investigation Branch (the full incident report is included in the TLP). The report included a recommendation that the shipping industry create and adopt a Code of Practice for containerised shipping operations. This Code of Practice for Packing of Cargo Transport Units (CTU Code) is now available at the website of the International Maritime Organization (IMO) here. You are a Project Manager with Aquila Shipping Industries and you have just been appointed to develop and lead a company project – Project Romulus, to implement a whole-enterprise learning support package which will support the introduction of the new Code of Practice. You are called for a meeting with the Executive lead for Business Change, who gives you the following instructions:
“This project forms part of the larger programme of activity to implement the full recommendations of the MSC Napoli incident report and the Code of Practice across the Company as part of the Company modernisation portfolio. Project Romulus has provisionally been allocated 6 months and is expected to be fully funded if your initial proposals are approved.
You will lead a newly formed Project Team which draws on expertise from across the Company and includes both shore-based and seagoing personnel to ensure a maximum range of skills and experience. You should be in no doubt of the importance that the Board places upon a successful project outcome – the Company needs to be seen to be adopting the lessons of the Napoli incident and implementing the Code of Practice if it is to maintain its reputation with existing customers and expand its client base in what is a highly competitive market You will need to spend some time reading and understanding the Napoli report, plus the summary of the Code of Practice. There is no need at this stage to go into the detail of the Code – that can be done when you get beyond the initial gate review. There are several recommendations within the report and requirements in the Code; not all of these will be relevant to Project Romulus, but you will need to be aware of them as Aquila will be applying them all within the overall Programme so they may be part of other Projects running alongside your own.
Question
1. A. You have identified that communication is key to a successful project outcome. How will you prepare to meet the communication needs of this project? When does this preparation take place and what does it form part of? Include an explanation of some of the communication challenges you have identified and the likely audiences you expect to need to communicate with.
B. Complete a critical evaluation of potential leadership styles which you have identified as necessary to a successful Project outcome – you may select up to three leadership styles which you believe are appropriate in the context of Project Romulus and the Industry which will be the beneficiary of the project's outputs.
C. Set out an approach which will allow you, at the Benefits Realisation Phase, to demonstrate how Project Romulus, and your leadership of it, has served to empower Company personnel and has ensured talent development within the Project Team. You should define sample metrics plus an indication of how you will collect and process this information.
2. Find the mean and the standard deviation of the petal width, firstly for each separate species of Iris and then for the entire dataset. Comment on what your results tell you about the data. Now, look at the sepal lengths of Iris virginica only.
a) Find the sample mean and use the sample to estimate the population standard deviation.
b) Assume that these sepal lengths follow a Normal Distribution with these parameters. Use this Normal distribution to find the probability that a randomly picked Iris virginica sepal will be longer than 7 cm.
c) Use the same Normal distribution to find the length which you would expect 95% of Iris virginica sepals to be shorter.
d) Describe the features of the Normal distribution, and comment on whether it was appropriate in (b) to assume that Iris virginica sepal lengths follow this distribution, based on the sample data.
3. Suppose it was previously believed that the mean sepal length of Iris virginica was 7 cm, and you wished to test this with the sample data. Outline what considerations you would make before being able to perform a hypothesis test for this (but don't perform the test).
4. Calculate the Pearson Moment Correlation Coefficient between the sepal width and length for each separate species of Iris. Present X-Y plots for each species, including the respective regression line. Comment on what your results tell you about the data.
5. Describe what happens in an El Niño year compared to other years and give examples of the effects of El Niño on global climate.
