You will have been placed into a Group of 4 students. Each Group is required to assume the role of technical advisor or consultant to a waste management company (WMC) looking to invest in an energy from waste plant somewhere in Scotland where all of its existing business is. The WMC is a well-established waste company operating an MRF and a landfill in the central belt of Scotland. It has a mixture of commercial and municipal waste contracts, and is looking to support Scotland’s waste policy (in particular, moving away from landfilling waste over the next five years).

The company has yet to define a location, but is looking for an early scoping report to advise the company on the issues it will need to consider in selecting a site, choosing a technology and sourcing feedstock it will for the energy from waste facility.

So your advice will need to be fairly broad. But what issues will you need to consider.

• Planning - A useful start is to review the planning applications that have been submitted – links provided. For most of these the development was major and therefore an Environment Impact Assessment study is needed. Planning law across the UK is pretty similar so one aspect of your advice will be around what is required from a planning perspective.
• Heat Plans – SEPA’s thermal treatment guidelines (2014) make it clear what they expect to see in terms of a heat plan. So one aspect of this work is to consider what would need to be done in terms of a heat plan. So of the examples include a heat plan.
