The Royal Society for the Prevention of Cruelty to Animals in Queensland (further known as RSPCA) is a charity whose mission is to improve animal welfare. The use of the Burke-Litwin Diagnostic Model throughout this report shows numerous factors contributing towards low motivation within the organisation. The work unit climate for employees has been found to be isolating and unsupportive as their needs for well-being and a work-life balance are not met, and euthanasia violates their value of caring for animals. When combined with long hours and insufficient role variety, employees are left unable to process their workplace stresses effectively. Furthermore, there is inefficient communication between senior management and employees. Dr Nikki Ellis diagnosed this issue as senior management’s lack of support and follow-through for employees.
Overview
The RSPCA is the oldest animal welfare charity (RSPCA n.d.), a non-profit organisation whose mission involves ‘helping animals, enlightening people and changing lives’ (RSPCA n.d., para. 4). Their activities include treating neglected animals, animal adoption, and cruelty intervention (RSPCA c2012) among their three locations; Brisbane, Kingaroy, and Townsville. (RSPCA c2012) They receive minimal government funding (2%) and their main income sources are; fundraising campaigns (61%), retail (18%) and animal services (14%) (RSPCA c2012). The nature of the work presents compassion fatigue amongst staff members (Stress Buster: RSPCA 2010), where the two main factors include a stressful work environment and insufficient managerial support.
Diagnosis
The Burke-Litwin model predicts the result that interventions within certain elements will have on related elements (Hayes 2018). Changes in the transformational level must occur in response to changes and misalignments within the external environment, while transactional level changes cause shorter-term incremental improvements (Hayes 2018). The model has 12 elements that, when applied to the RSPCA, highlight which elements are misaligned, how this contributes to the decline in overall performance (see Figure 3).
2.1 External environment
The external environment represents the extra-organisational forces that impact the RACV (Burke & Litwin 1992), including high animal surrender rates fuelled by consumerist attitudes toward pet ownership with over 45,000 animals surrendered each year and ‘tens of thousands’ euthanised. Other contributors include seizing of neglected animals, unwanted litters, affordability issues, and relocation (RSPCA, 2018). These issues directly inform the mission and strategy, which seeks to mitigate and remedy animal mistreatment occurring within the external environment. The high surrender and euthanasia rates also place significant stress on individual and organisational performance.
