You are the newly appointed HR Director in a multi?disciplinary health services provider named ‘Omega Health’, operating in 20 suburban locations in five State capital cities of Australia – 6 in Sydney, 5 in Melbourne, 3 in Brisbane, 3 in Adelaide and 3 in Perth. Omega Health is a for?profit company, providing allied health consultation and rehabilitation services. The company currently employs around 230 professionals, including physiotherapists, occupational therapists and psychologists. There are also around 170 support and administration staff. The CEO and Board are looking forward to your written discussion paper on future HR strategy for the organisation, based on your research and understanding of HR theory and models. The Board have announced that its business strategy for the next five years is: (1) to continue to provide quality allied health services; and (2) to expand into new suburban locations. 

Specifically, you have been made aware that in two cities, Melbourne and Brisbane, Omega Health is intending to expand into one new suburban location in each city, which requires the employment of additional professional and support staff into the future. However, in two other cities, Sydney and Adelaide, Omega Health is focused on just maintaining its position in the market. In the final city, Perth, Omega Health is struggling to compete with other providers, who have taken market share from Omega. Turnover of professional staff is around 15% p.a. in Melbourne and Brisbane, 20% in Sydney, 10% in Adelaide and Perth. Turnover of support staff is between 15?20% p.a. in all cities. 

Currently, there is a central HR function of seven people based in Melbourne and one local HR Business Partner in each capital city. Payroll services, recruitment services and compliance training services are provided by external agencies. In discussions with your new HR team, the HR Business Partners have raised the following issues with you: 

1. Work flexibility. 60% of the workforce are female, with 20 of those staff on parental leave. Another 3 males are also on parental leave. HR Business partners have identified that part? time and flexible working hours are critical concerns for many staff. 

2. Reward management. There is a focus on standard pay rates at market rate for professionals, with award rates for support and administrative staff. HR Business partners are concerned that turnover relates may be higher than optimal as Omega is not being responsive about pay and conditions in different locations.

3. Alignment. HR Business partners have also noted difficulty in attracting experienced professional staff in some disciplines and believe that onboarding and the ongoing alignment of staff to the business direction may be an issue.

4. Employee relations. HR Business partners also believe that senior managers are too ‘distant’ from employees, and that employees are not provided with sufficient opportunity to participate in organisational decisions.
