You are required to write a business report. The task requires that you conduct a human resource development needs investigation (HRDNI – Delahaye 2011). The HRDNI encapsulates what is called a HRD training needs analysis (TNA), which is often approached as a gap analysis. Delahaye (2011) uses the term HRDNI and argues that its application is bigger than a gap analysis. Brinkerhoff (1986) identifies four categories of a HRDNI (Delahaye 2011, pp.117-8):

1. A PerformanceDeficiency – the gap between whatis and whatshould be. Most common approach toHRDNI.

2. ADiagnosticAudit – Focuson future performance,searching for new performance efficiencies or future problemavoidance.

From these definitions, it can be seen that a HRDNI is a process of problem identification and evaluation, audit, analysis of the problem and then recommendations of a course of action. This kind of analytical process has a broader application than just identifying training and development needs. For example, when analysing an organisation’s overall need and the lack of staff development is determined as an issue, then a HRDNI is performed. While a HRDNI may not always lead to training being the recommended course of action, a focus on training is an important part of this unit. So please try to identify a ‘area of investigation’ that could have a training outcome. Therefore, for the purposes of this assessment you are required to:

1. Identify a problem in your own work environment that can be addressed by training. (To ensure the task is manageable in the time frame, select a problem that can be addressed in the trimester timeframe.

2. Perform a HRDNI on this problem, using one of the four categories above (consult the literature for the details on the steps involved).

3. Design a training program that will address the training need that you have identified
