The Minister may direct the Department to use the Fund monies for any purpose set out in the Act, including the making of business development grants to agile, disruptive and innovative, start-up Suppliers, that are based in Broome, Port Hedland, Jervis Bay, Canberra, Cairns, Townsville, and Darwin
