It is as if the body is more worried about eliminating CO than taken up oxygen. This is not true, but the enormous capacity of the red blood cells to carry oxygen means that oxygen is only going to drive ventilation when its partial pressure is below 60mmHg (equivalent to SpO2 89% oxygen saturation), i.e., during hypoxaemia.
