The purpose of a briefing note is to “inform decision makers about an issue by succinctly describing the issue and background information and describing key considerations, options to address the issue, and recommended actions” (McMaster University, 2020). Nurses are political players (Canadian Nurses Association, 2009) and leaders in healthcare. Canada’s health care system requires the advocacy and vision provided by nurses to support innovative care practices and models.

In N411, students had the opportunity to create a nursing policy brief. In this assignment, students will continue to hone their abilities to identify, select, and convince an audience of the importance of an issue and to make recommendations for actions and implementation. The creation of the brief is an opportunity for students to demonstrate comprehension of practice problems and to develop a compelling argument to advocate for change.

For this assignment, students must create an original brief (different from the brief created for N411). The brief submitted must address a component of BC’s priorities for health, with particular attention to pages 2-6, and/or the Nursing Policy Secretariat Statement, which are overarching documents created to outline the goals and vision of the Ministry of Health and nurses in the province. Further, students are encouraged to consider how their current or previous clinical experiences have been unable to address the visions in BC’s priorities for health or from the Nursing Policy Secretariat Statement.

To complete this assignment, students will take the following steps:

1. Select a template for the briefing note. See Appendix A for a template suggestion.

2. Determine the issue of concern, with particular attention to BC’s priorities for health and the Nursing Secretariat recommendations.

3. Identify the primary points that must be made and how these points might be presented in the most persuasive manner.

4. Address the policy to the BC Ministry of Health.

5. Craft a policy brief that identifies and persuades the intended audience (the Ministry of Health) of what action must be taken.

  • Consider: what should the intended recipient do, in what time frame and for what purpose? Why is it critical that they do what is suggested and why now?
  • Students must identify why the recipient should care about the issue, who stands to gain from the actions suggested and who stands to lose from inaction or “wrong” decisions. Explain to the reader why is the status quo not good enough?
  • Facts and logical arguments are stronger than simply stating that the personought to make a change “because it is the right thing to do”.
  • Students should create sound, concrete and “water-tight” arguments as best as they can. Use reputable sources, such as peer-reviewed publications and government-issued documentation (or even the Ministry’s ownwords) to strengthen arguments.
  • It is very appropriate to reference opposing positions/arguments to build an argument but, remember that the people who hold those viewpoints are as sincereand well-meaning in their intentions as you are.
  • The brief should recommend a specific action by the recipient. For example, if you are askingthat the Ministry of Health enact something or not, say so!
  • Remember that a brief tends to be short, since the person reading it often doesnot have a great deal of time and gets many letters and briefs. Word your brief
  • Use your full credentials when signing your brief.

6. Review the marking rubric to ensure you have completed all required components of the assignment.

Background: identify and discuss the issue or concern that prompted the brief. Provide a background of the issue. Discuss the target population(s) and why the addressing the issue is necessary.

Discussion/ analysis: This section should be used to further explore and analyze the issue. Describe why you chose to address the issue (ie: health promotion, disease and injury prevention, etc.) and why now. Discuss some of the current interventions available or being used to address your issue. What are some of the advantages and challenges of the specific interventions? What should the decision maker understand after reading the briefing note?

Roles and responsibilities: Who is required to implement the change?

Recommendations: Describe how interventions outlined in the brief would be successful at promoting health, reducing harm, and/or meeting Ministry targets. Make final comments regarding why the Ministry should consider your proposal.
