Assignment Task

Overview

Use one or more models of the policy process to analyse a policy or policy proposal chosen from the topic list below. Prepare a poster to present your analysis and conclusions. 

Each student should select one of the following four topics:

You should also do additional research and cite additional high-quality sources to support your analysis and application o your chosen model(s) of the policy process.

Topic

1. Sophie Scamps, an independent Member of Parliament and former general practitioner, plans to move a private member's bill in the Parliament of Australia in 2023 to ban advertising of food products with little or no nutritional value during children's television viewing hours. Previous efforts to change the law in this way have failed due to lack of support. Applying one or more models of the policy process, generate recommendations Dr Scamps and the public health organisations that support her plans could follow to maximise the bill's chance of successfully being passed into law.

2. Tobacco industry sponsorship of sports, teams and events used to be commonplace in Australia. However, the concerns about the public health and ethical implications of tobacco lead to Australian governments taking strong action to ban this. Today, sports sponsorship and advertising are dominated by alcohol, gambling, and ultra-processed food companies. Drawing on what was learned from tobacco, apply one or more models of the policy process to develop recommendations for how alcohol, gambling and ultra-processed food advertising and sponsorship can be removed from sport.

3. In Australia, the proportion of general practitioner visits that are bulk-billed (i.e. visits for which patients are not charged a co-payment) has been falling, reducing access to primary care for vulnerable groups and increasing out-of-pocket costs for patients. The Department of Health and Aged Care has asked you for advice on how to approach developing a policy to raise bulk-billing rates. Applying one or more models of the policy process, make recommendations for what the policy development process should involve.

4. In the 1990s, Victoria's mental health system underwent a period of major upheaval involving deinstitutionalisation of psychiatric patients. More recently there has been a Royal Commission into Victoria's mental health system which produced a number of recommendations which are now at various stages of implementation. Apply one or more models of the policy process to explain how Victoria's approach to mental health policy has shifted over time and make recommendations for what the policy development process should involve in future.
