The University of Salford Estates and Facilities department have recently reviewed their masterplan proposals and have now appointed your town planning consultancy to undertake a desktop study for the purpose of preparing an options report for one of their surplus assets. The subject property is Old Adelphi House, which is situated on Adelphi Street, Salford (M3 6EQ).
The strategic plan and aims for the university are now to focus any future development activity on their Peel Park and Media City campuses.
The building is currently vacant and due to the poor configuration of space, has not been in educational use for some time. It is being used on a temporary basis by the Estates and Facilities team for occasional storage but has recently been illegally occupied and is now becoming a liability.
The Estates and Facilities department do not have the resource capacity or any in- house expertise in town planning and would therefore like your report to address the following points:
1. Provide a brief summary of the main planning policies and development management processes in place in the UK at present time (ILO’s 1,2,3, 800 words)
2. Describe the building, in the context of it’s surrounding environment and research it’s planning history (ILO’s 2,5,7, 400 words)
3. In the context of the relevant planning policies, provide reasoned options for the future use of the building (which could redevelopment, refurbishment and potential acquisition opportunities). (ILO’s 2,3,8, 650 words)
4. Identify your preferred option for the client and advise them if planning permission would be required and what information they would require in preparing an application for consent. (ILO’s 4,8, 650 words)
