  • Part One: The Ever-changing Indigenous Policymaking Landscape
This first part will provide you with some understanding of the ever-changing policy landscape that Aboriginal and Torres Strait Islander peoples and policymakers have been subjected over an extensive period of time and continually struggle to navigate.  This module will mainly focus on the significant and continual changes over the past 10 -15 years from the abolishment of Aboriginal and Torres Strait Islander Commission (ATSIC) in 2004 through to the most recent major “new” arrangements of transferring Indigenous policy and program responsibility to the Department of Prime Minister and Cabinet in 2013-14. Task 1: There is a consistent theme that runs through each of these papers relating to policy relating to Indigenous people. Identify what you think the themes are and post your answers on the Discussion Board.
  • The Demise of the Aboriginal and Torres Strait Islander Commission (ATSIC)
Coordination was recognized as a key element of the new approach and was to be driven by a lead agency through the Office of Indigenous Policy Coordination (OIPC), originally established within the then Department of Immigration and Multicultural and Indigenous Affairs in 2004. OIPC’s functions included being the primary source of advice on Indigenous issues to the Government, coordinating and driving whole?of?governmentinnovative policy development and service delivery across the Australian Government, and overseeing relations with state and territory governments on Indigenous issues.

You will note that it is often a contentious issue about how and with whom Government tends to align itself often based on who supports the Government’s ideology and agenda of the day.  Who do you think are the sorts of people who are influencing the decisions in Canberra at the moment? What other Councils and Advisory Boards are influential in the Indigenous Policy arena?

What did you find out about both of these current figures in Indigenous policy and Public Affairs? See if you can find another article (or two) that sheds a different light on their involvement and their policial ideologies. There are always some key individuals that have a strong say in the policymaking process. You would have heard of some, they are in the media a lot.  Their prominence in both the media and in decision-making fora depends heavily upon their political leanings and relationship with the government of the day. Think about the following two people and their past and current role as influencers in political processes and policymaking. If you were able to see into the future, what do you think the lasting legacy of some of these people might be in Indigenous policy? Task:  What are views about who is making the decisions and who is informing them in terms of Indigenous policymaking?  Post your thoughts on the Discussion Board.
