Critically analyse/discuss health or aged care policy development, using a health-related policy or policies as application examples of the process of policy development.  You must utilise a policy framework such as the one described in Chapter 5 of The Australian Policy Handbook by Althaus, Bridgman and Davis (5th or 6th ed.). Please also refer to the frameworks for analysis listed on page 26 of the learning Modules document and explained.

Introduction:
 
1. Identify at least two of the following concepts that influence health policy development will be discussed:
a. the relationships between politics and power in the construction of health and aged care policy;
b. the ethical and legal dilemmas and constraints involved in formulating and enacting health and aged care policies;
c. the impact that social, health and aged care policies have on disadvantaged groups in society;

2. Give the reasons for your choice of policy/policies.

3. Provide a thesis statement (A thesis statement should appear towards the end of the introductory paragraph of a paper and is a summary of the main point claim of the essay. A thesis statement is usually a sentence that is then developed, supported and explained in the paper, using examples and evidence. Please note: Thesis statements are a guide to the marker about the topic of the paper and help the writer to check that they have done what they intended. Include a brief summary of the policy/policies that will be discussed and briefly explain your choice of policy/policies in terms of their complexity and significance.

Your discussion/analysis should:

1. Apply the framework for analysis from Althaus et al. and discuss the steps that are applicable to your policy example and mention the importance of the other steps.

2. Demonstrate an understanding of issues that relate to the policy and its importance to the health of the community (issues may be the link to the National Health Priorities, the determinants of health, the political push for policy action, lobby groups/powerful voices, equity of health care services/provision, impact of media influence, evidence-based policy). Discuss issues that are relevant to the policy/policies you are discussing.

3. Look for the evaluation points in the policy/policies and/or discuss the importance of evaluation
 
4. Ensure all ideas are supported by relevant scholarly literature, including relevant module and support readings from the view site for this unit.

Conclusion:

1. Draw conclusions about the effectiveness of the policy or its development process.

2. Be based on the principles of good policy development and related literature.

3. Refer to the concepts identified in the thesis statement

4. Include potential or actual significance of the policy/policies discussed for the health services.

5. Suggest changes for the policy or development process.  Alternatively, explain the reasons for not changing it.
