Your task for the first major assignment is to research and report on the fundamental characteristics of the state government and legislature you will be trying to impact with your lobbying issue. This assignment, unlike the next two, is research-heavy, so I am looking for a well-documented variety of sources with a bibliography.

The paper has three distinct components that I will be grading on:

A. Political Culture

Assess and report on the political culture of your state. This part is directly based on the lecture notes and Daniel Elazar's research. Analyze how political culture, history, demography and social forces have shaped how citizens view politics, what they expect from government, and especially how they have shaped governing institutions. "A" papers will describe how political culture and history have shaped and influenced how politics is practiced and how institutions such as the legislature and executive branch utilize power.  

B. Key Relationship Analysis

Based on the lecture and readings about relationships and representation during Week 2, pick a key member from the committee that will be considering your bill. This should be someone you've identified as important to the prospects that you hope to influence, and should not be a dedicated supporter or committed opponent.

Analyze what makes them tick. What are the key internal and external relationships that influences their voting behavior? Please make certain that you comment on the variety of external relationships that we talk about in week two – i.e. interest groups, family, colleagues, governor and so forth. Also, take a look at the member's district and the type of relationship and memberships they have back home. An interview with the legislator, legislative staff or other informed party is required. C. Institutional and Parliamentary Structure

Based on the lectures and readings about parliamentary procedure and the four "knows" of the legislature, demonstrate you know something about how the legislature is organized. In this section, provide me with a concise backgrounder on what I need to know of the rules and make-up of the legislature. Pay particular attention to relevant facts that impact your legislation. This should be an informative essay about the committee structure, partisan structure, leadership, and relevant rules that someone unfamiliar with your state would need to know if they start to lobby. Please do not simply cut and paste from the state legislature’s website. Give me practical information.

Introduction:

Opioids are a class of drugs that are derived from the opium poppy (or, in the case of pharmaceuticals, made synthetically) and bind to nerve cells, inhibiting pain signals. Vicodin, OxyContin, and morphine are all examples of opioids. On November 1, 2011, the Centers for Disease Control and Prevention (CDC) issued a press release stating that overdoses from prescription opioid painkillers had reached epidemic levels.

I will be focusing on the state of Maryland. Currently the state has no set pill or day limit. However, they do have a policy where doctors must prescribe lowest effective dose. Governor Larry Hogan signed House Bill 1432 on May 25, 2017. The legislation requires medical professionals to prescribe the lowest effective dose of an opioid.  

This is great and all however, there isn’t a set bill for funding of Opioid Therapy, rehab or recovery centers for people who have addiction problems and etc. That is what I want to propose, I want to bring a bill or legislative where the state gets funding to help wean people off Opioids. The state of focus would be Maryland and I will be representing Governor Larry Hogan’s Office.

Plan:

Step 1: Understand Our Local Environment

We need to look at the media, track social media and talk to contacts in the health industry to understand what’s happening. It’s much better that we know about potential issues before they happen, rather than when it’s too late and a law or bill has already been passed.

Step 2: What’s Our Story?

Narrative is extremely important. We need to make sure we know what our story is and how it affects the people and our stakeholders.

Step 3: Create Your Key Messages

Identify what key messages we need to convey when lobbying officials. Our messages should focus around key areas such as: What is right?, What is wrong?, What are the consequences of the potential actions taken by policy makers?, What do you want – what’s your call to action?

Step 4: Develop a Stakeholder Map

The map should identify which decision-makers we need to lobby, those who are directly impacted by our lobbying initiative and our supporters. Also we can’t forget the media, when used correctly they can be a powerful tool to influence stakeholders. What do they think now, and what do we want them to think in the future?

Step 5: Pull Together Research and Background Information to Bolster Lobbying Efforts

Accumulate as much third-party research or information together as we can. This can include research papers by academics, polls done by independent research companies, case studies showing the impact on every day people or communities, etc.

Step 6: Create lobbying materials

Whenever we meet with an official, we will be asked to provide background information on the issue. We have to have this and make sure that it is clear, simple and easy to understand. Remember the people we will be lobbying will likely not want the amount of technical detail that we might be used to. 

Step 7: Create a Plan of Action

Now that we’ve done all of these steps, how are we going to engage with our identified policy makers? We create our plan that is realistic and possible to achieve. Who will we meet when? What are the messages and information we want to convey? What would we like them to do? What will determine success? Ensure that we’ve got a mechanism built in to follow-up, monitor and track your successes and failures.

Step 8: Look for Lobbying Opportunities

Meeting and lobbying policy makers is just one option for a lobbying effort. We can also look at other opportunities such as engaging with the media; building awareness over social media; possibly creating a petition, or having a third-party generate one publishing research; speaking at conferences, events, town hall or public meetings; or event create a third-party advocate program where we have other supporters speak on your behalf. There are plenty of creative opportunities to consider.

Step 9: Implement Our Lobbying Activities

Plenty of organizations spend lots of time creating a lobbying strategy, but aren’t always effective in implementing it. We won’t make that same mistake, we will ensure that those activities we plan actually get implemented and we’ve got a mechanism in place to evaluate if it’s working.

Step 10: Evaluate, Measure, Review and Refine

This says it all, make sure that we are evaluating the success of our initiatives. Are they working? If not, why not? What changes do we need to make to have more success?
