Is the USD $2 billion loan justified considering that an investment of more than 50% of the value of
the existing Power infrastructure is considered wasteful and typically beyond the capacity of existing
institutions to manage? If the USD $2 billion is not justified, recommend to the World Bank the
amount to be loaned to South Africa
