Context:
General
Procurement and contracts are integral to successful project management. Planning for purchases and acquisitions, requests for proposal, vendor selection, contract administration, and contract closure are integral parts of the process. Learning fromcase studies and benchmarking against better practices, standards and excellence is vitalto understand complexity of issues and successful strategies for procurement and contract management. It will also ensure improved responsiveness to key issues, promote supplier- client relationships through proactive management of risks and ultimately deliver higher level of focus on performance-basedoutcomes.
Specific (Assessment 2 Context)
Assessment 2 is about uncovering complexities in the procurement context generally, identifying key issues, looking at leadership, governance and key themes that will allow improved focus, and learning.
Assessment 2 is based on understanding the case study and other module Learning Resources.
Instructions:
Assessment 2 Individual Report (overall 2,400 Words) is designed around analyzing the procurement in the case study project. This assessment comprises of three parts:
Part A: Introduce and summarise the procurement context and scope (life cyclejourney of the case study project). Identify the project procurement components and tender evaluation that may have been used in the case study (according to your knowledge from the theory you have studied).
Part B: Describe the complexities (and key issues/risks), discuss the project environment and organisation aspects, leadership and governance and how these have influenced outcomes.
Part C: Identify or suggest key mitigations and possible learnings. Explain how those learnings may require changesto roles and responsibilities of key project resources, changes to procurement briefsor specifications, scope and the procurement process itself. Identify dependencies and common themes.
Learning Activities and Output:
The learning process will involve the deconstruction of the case study material toanswer questions, examine lessons learnt and highlight issues for further discussion. You willbe encouraged to reflect on your case study findings in order to identify contracts and procurement management best practices which can be applied in the future to significant projects that you may lead as project manager or oversee in a seniorrole.
Case Study – Bowen Terrace
Context: Jan 2020
Due to a shortage of suitable local accommodation in Brisbane, Torrens University is expanding student services to include high rise rental accommodation for up to two hundred students studying at the Bowen Terrace Campus site. A site has been selected behind the Brisbane campus building which is currently an underutilized commercial Wilsons Car Park facility, Martin Street, Fortitude Valley. Seeking to commence an intake of students for T1 2023 (36 months planning/build time)mit recognizes that this build process would need to be accelerated as traditional estimates reveal such a project should have a project life cycle (PLC) of at least 42 months. Given the short PLC Torrens has been in negotiation with a number of design & construct building companies with the primary selection focus being on Design, Time, Cost and Quality. A large emphasis will be placed upon the quality of the site technological capabilities given the reliance by students upon steady connectivity and access to state of the art equipment.
Site
The site is situated across from the Fortitude Valley Fire Station, the key fire response center for Brisbane as well as being on the edge of the Brisbane entertainment precinct known for it’s large crowds and popular night clubs. There is also a train station nearby in Fortitude Valley, as well as supermarkets and specialty shops. The proposed site is a fifteen minute walk to the Brisbane CBD. The iconic Storey Bridge is a three minute walk from the proposed site.
In order to satisfy the requirement the building will be constructed 12 stories above ground with the ground floor comprised of a considerable communal leisure area, large 40 station sponsored internet café, office/reception and laundry facilities. There will be two floors underground with resident parking for seventy five vehicles. The accommodation floors will be made up of single and double room combinations housing a minimum of twenty students per floor.
Each unit will average out as providing 20m2 of livable space per student comprised of a bed, wardrobe, ensuite, kitchenette and writing desk. Each room will be air conditioned, contain data points, television and fridge.
Traffic in Martin Street is constant and rated as busy due to the access to the Storey Bridge and southern suburbs.
Budget
The budget for the building is set at $35M, a little below market expectations for similar projects given the proposed location, but due to the impact of global constraints upon the Australian economy, it is supposed that price competitiveness will be high providing the university with an opportunity to capitalize on creating additional infrastructure.
