Appendices A and B are tabulation of work package cost information and work program of constructing a bungalow. With the given information, prepare a budget based on the Project Cost Accounting System (PCAS) principle:

All calculations to be rounded up to two decimal places.
1. Consolidate the work package costing from work package level through the structure components and building elements. (10 marks)

2. Prepare a time-phase budget at weekly interval; synchronize the cost-breakdown- structure (CBS) with the given work-breakdown-structure (WBS); given as well the cost of preliminaries is RM 66,000.00. (15 marks)
3. Prepare a cash flow projection and calculate the heaviest cash shortfall based on the following information and assumptions: (15 marks)

? The mark-up for preliminaries, works below lowest floor finish, frame, and upper floors and staircase are 10%, 15%, 10% and 5% respectively;
? Assume that the cost distribution along the period of each work package is a linear distribution;
? As agreed by the contractual parties, all work-done shall be evaluated weekly; the employer will make the first payment to the contractor on the third week after the

commencement of the project, and all subsequent payments to be made weekly thereafter;
? 5% retention money is deductible from every progress payment;
? All expenditures incurred – including all operating costs, wages to laborers, machine rentals and purchases of materials – are to be paid in the following week.
4. Compare the heaviest cash shortfall if all payments received are delayed by two weeks and all expenditures are to be paid in cash. (10 marks)
5. Please explain the significance of the delay to your cashflow. (20 marks)
 

Part B: Tracking and Control (30 marks)
1. Analyze the actual performance – i.e. work accomplished and actual expenditure – at the end of 5th week using the principles of earned value measurement system (EVMS).

Calculate schedule variance, cost variance, schedule performance index and cost performance index of all tasks at work package level. At the end of 5 th week, the followings are observed: (10 marks)
? All works including preliminaries are completed as planned with the following exception:
o Ground slab backfilling and lean concrete – complete 40%;
o Ground slab formwork, rebar & BRC and concrete – no progress;
o First floor beam formwork – complete 100%;
o First floor beam rebar – complete 80%;
