1 An Introduction to this Unit 

This is a flexible learning unit that deals with foundational concepts and issues relating to public health. The philosophical and historical development and the roles of public health in Australia are examined, as are the theories, policies, politics and principles that govern and inform practice. Emphasis is placed on understanding health issues and concerns in Greater Western Sydney Region as well as on national and international contexts of population health. The unit draws on current and emerging practical situations to highlight the dynamic yet continuing legacy of public health.

Becoming a professional in this field requires knowledge of the history of public health, an understanding of relevant theories and an ability to use critical thinking in making informed decisions about public health practice and policy. Upon successfully completing this unit, you should be able to:

2. Evaluate the various approaches inherent in different public health movements
3. Identify and analyse issues and concerns that influence the health of the Australian community and Greater Western Sydney in particular
4. Discern and evaluate the appropriateness of public health responses to a current health need and/or problem.
5. Compare and contrast concepts of health as an investment and health as a social justice issue

Lecture notes will be made available on vUWS. General information and additional materials for tutorials and as sessments are available on vUWS. On-campus and online students have full access to each others’ vUWS content and may freely use content for both delivery modes. Students are expected frequently and regularly to consult the unit’s vUWS site, as announcements will be made via this site, along with teaching materials updated and posted online. Technical problems occasionally cause a lecture recording to fail, so it’s a good idea to attend live lectures to ensure you don’t miss any. Lecture slides and notes on vUWS give an overview of major themes rather than replacing live lectures. Spoken content on lectures is potentially assessable. 

Each week there is a practice quiz covering the topic for that week. You must score at least 50% on a weekly quiz in order to unlock the following week, effective for on-campus and online students. The exception is Week 1 and vUWS folders relating to assessments, for which no prior quiz performance is required. 

All 13 weekly quizzes contribute to your final grade. The due date for each quiz is 2 weeks after the week for that quiz, effectively allowing almost 3 weeks total for each quiz, after which no marks towards your final grade are accrued from that quiz. Quizzes will remain available after their due date so you can unlock learning materials at any time during the semester even if you are gaining no marks from that quiz because of very late submission.

Your report should adequately cover all of the following topics (under template headings), which are based on the structure of a research report: 

Introduction: Background to the campaign. Rationale and reasons for the campaign, including the public health problem that the campaign is designed to address, and the extent and importance of the public health problem; any identifiable theoretical basis for the campaign; target population or audience for the campaign; aims of the campaign. Refer to lectures and textbooks for more about theoretical approaches to public health campaigns. 

Methods and strategies for the campaign: What was done, how and for what duration in order to achieve campaign aims (usually to change modifiable risk factors such as individual behaviours). Methods includes content of any messages and media for message presentation and ways of communicating these messages to the target audience. Results of the campaign: How effective the campaign is or was; how successfully messages or information reached the target audience; quality of the messaging and delivery; selection of the target population; matching of the message to its audience; crucially, the measured effects of the campaign on the target population and the public health problem the campaign addressed. 

Discussion of campaign results: Implications of the campaign and its results for public health and future campaigns. What public health practitioners can learn from the experience of the campaign and its results. What more needs to be done to reduce the public health problem that your chosen campaign was designed to address; innovative yet realistic solutions; politically, socially and culturally acceptable, economically feasible and likely to improve on campaign efforts so far.

Includes insights public health practitioners can gain from this campaign experience, and how these insights might apply to future public health campaigns. Include critique of the campaign’s effectiveness based on your interpretation of that evidence for its results and effectiveness. Critical evaluation and appraisal need not be simply negative fault-finding; critical evaluation should also identify valid positive, praiseworthy aspects worth emulating in future campaigns. The discussion section answers this question: What should we conclude from the results of this campaign so far, and where to next? 

The report should lead to informed, reasoned, persuasive conclusions, including practical recommendations where possible, supported by empirical evidence from cited, authoritative references. The maximum word-count is limited so expression must be concise throughout the report. 

What a public health campaign is: 

For the purposes of this report, a public health campaign is a planned, funded initiative usually of limited duration and targeting an identified public health problem for a community or demographic group or an entire population. Some campaigns for specific, developing public health challenges such as COVID-19 may have an open-ended duration, meaning no planned time limit.

The campaign involves widespread communication or action, typically involving promotional messages displayed through mass media such as electronic, print, or billboard advertising with the aim of changing people’s attitudes or behaviour. Outreach programs attempting to convey information or educational messages to improve community knowledge leading to beneficial action also qualify as campaigns.

Legislative or policy changes or the provision of infrastructure or health services alone and without a message or promotional or outreach do not constitute a public health campaign for the purposes of this report. For example, laws prohibiting hand-holding using of mobile phones while driving or limiting the size of public gatherings because of COVID-19 do not constitute a public health campaign, whereas displaying “Get your hand off it”posters does constitute a public health campaign. Likewise, a policy restricting access to childcare to children who have been vaccinated is not a public health campaign without an accompanying public promotional initiative
