Case study 1:
You are the newly elected mayor of Johannesburg. You believe that providing adequate housing and basic services (water, sanitation, and electricity) is a priority and want to use R250 million to fund this project, rather than a project proposed by a previous mayor. The previous mayor believed that it was necessary to install nine bicycle lanes in Sandton as part of his campaign to grow a movement of ecomobility champions in Sandton. He believed that by having dedicated cycle lanes, cyclists would be safer than having to travel on the roads with vehicles and that this merits the R250 million allocated to the project (Kane-Berman, 2016). You believe that basic services to Sandton and its surrounding informal settlements are more important than cycle lanes in Sandton. You believe a democratic process of stakeholder
participation is necessary to decide whether to scrap the cycle lane project or not. You want to use the money from this project for the provision of basic housing and sanitation, which will be done as a private-public partnership.
Some statistics:
• Urbanization has added many households to towns and cities in South Africa;
• In 2018, the urban population in South Africa was reported at 66.36%;
• 14.3% of the population lives in Johannesburg;
• 23% of the urban population live in informal settlements; and
• Less than 0.5% of people from Gauteng’s wealthiest households commute using a bicycle
Cities have been unable to add the necessary infrastructure capacity to deal with this influx. South Africa’s development model has focused on reorganising the state to move from an undemocratic state delivering quality services to the white minority to a democratic state delivering the same standard to the black majority.
The development model for South Africa has sought to reverse the authoritarian and nontransparent workings of the apartheid state machinery by adopting mechanisms that introduce and strengthen “procedural” democracy.
For instance, citizen participation and consultations with business and labour (often together referred to as “stakeholder participation”) are formally required in drafting legislation and in all subsequent policy formulation and review.

2.1 Considering this scenario, discuss service delivery challenges that South Africa is faced with by referring specifically to resources, capacity and structure in
municipalities.
2.2 You are a public manager in Phumelela Municipality and you are aware of the discontent of your community members regarding the level of service delivery
that they receive. You have also realized that some of your colleagues in the supply chain department have been awarding tenders for services to organizations that do not have the adequate skills needed. You suspect that they are getting kickbacks for awarding these projects to the organizations.
Using the six pillars of character, explain how you would discuss this issue with your colleagues when you confront them.

In 2015, the City of Tshwane launched an R6.6 million car wash in Mamelodi West. This initiative was intended to create jobs for the youth and invigorate the economy of the township. The integrated washing facility was built despite the communities’ grievances and resistance to the project. In the end-2019, The Sowetan newspaper visited this site to find a dilapidated facility that has been vandalized by the local community (Modipa, 2019).
