Washing hands after going to the bathroom is a regulated behavior. People did not wash  their hands regularly after going to the bathroom or before preparing food, it became a  common practice in civilized societies only within the past 150 years.  

• What regulatory forces are in play that moved us from non-hand-washing to hand washing behaviors? 
• Write an essay to analyze the regulation of hand-washing. This assignment will be due in  two parts: a preliminary report and a final one. 
• The imaginary audience for your essay is the task force for improving hand-washing  compliance. They already know the public health reasons hand washing, they don't need  to be persuaded of that. But they haven't thought about the existing hand-washing  regulatory regime and how effective it is.  
• In your essay, people are Lessig's Dot, and you analyze the forces that have guided the  Dots of the world to (mostly) wash their hands in relation to going to the bathroom and  preparing or consuming food.  
• The final section of your essay should include some evidence as to how well hand washing regulation is working in one particular context. The context might be public  washrooms, or food-handling situations, or you pick it. The question has been studied,  you need to find the studies. 

Regulation and Regulability

Your essay should include examples of all four forces, along with the notions of indirect  regulation and regulability. Recall that the forces are: 
• Law 
• Economics, which includes market forces 
• Social norms and customs 
• Architecture, what is possible and not possible in the world you are operating in.  This includes non-physical architecture.

In the context of a restaurant and regulation by law,  employee behavior is more regulable than customer behavior.
Although you should find at least one example of each force, your main job is the report  to the committee covering the principal forces that you can think of and provide some  evidence as to their efficacy.  
The efficacy section can be a single paragraph, or longer if you prefer. It should refer to  some studies of hand-washing compliance, summarize their results, and summarize the  methods used in the study. 
Regarding citations and references: it isn't necessary to reference material that is common knowledge. However whatever material you find in the efficacy portion must be  referenced, as well as any regulation information that isn't common knowledge. And of  course any quoted material (for example, if you quote a something from a municipal  code, or a history of waste water treatment) must be cited.  
Also any referencing of example you can find that isn't part of everyday adult life will be  helpful. For example, if you talk about instruction of children, then finding examples of  instructional material for children (e.g. childrens' books, rhyming songs, lesson plans)  would be be good. 
To turn in: 
• Final essay should be about 1500 words, but of course can run longer if you feel  inspired! 
• Preliminary essay should be about 500 words (but could be longer) plus a list.  The essay part should explain a few of the regulatory forces to the committee.  Add a list of the other regulatory forces which you are planning to describe.
