a) genetic engineering

b) cybercrime
This question requires knowing something about the nature of regulation. I am not, however, suggesting that you go beyond encyclopedias, and the chapter by Fiona Haines below. Ideally, the first few paragraphs in the essay should be about the purpose of regulation. One of the aims is to protect us against risks and harm. There are regulators concerned with the food industry, the banking industry, and many occupations. There are regulatory standards and inspectors to check that the industries are complying.
The question asks you to consider the risks of harm in new technologies, and how these can be regulated. It asks you to consider risks in both genetic engineering AND the internet (cybercrime). I am not suggesting you read much about each topic – you just need to give examples of the risks and how are they managed. In each case, you will find that it is difficult to change behaviour through regulation. Is there anything we can do to improve the effectiveness of regulation?

Perhaps start with the entry on regulation in the Sage Encyclopedia of Law and Society or another encyclopedia. There are many books about regulation but perhaps they give too much information. My first lecture in this section will help. Also try the tutorial/discussion reading:
