Your group is required to prepare a Resilience Strategy for either a local council - Canterbury Bankstown City Council. Your group may choose another organisation with approval from the unit convenor.
Your resilience strategy in essence is a document to outline how the council or transit authority can bounce back from challenging periods or events. The stresses many be wide and varied and may include: climate change, economic downturns, shifts in transport preferences, social isolation of residents/passengers etc… Shocks that may test resilience include: heat waves, bushfires, storms, floods, infrastructure failures.
There is no set format for this assessment. However, within our group each student is required to complete at least two chapters /section of the strategy. This should include one of the background chapters (below) and one of the action/theme chapters (such as dealing with storms, energy reliability, economic downturns…).

The background chapters to your strategy are to contain:
an introduction section that outlines what is resilience, why it is needed and may touch on resilience theory (noting that this is a community document not an essay). This should draw on domestic and international best practice case studies/literature.

A consultation section - Ordinarily a strategy such as this would involve extensive community consultation. To get around this shortcoming you are asked to look at related consultation work done by the council, state government or transit authority has undertaken and from this reveal pre-existing areas of concern and priority.
Identify the key shocks and stresses that will form the basis of your resilience strategy – you are to justify why these are important and how.
Provide a summary of relevant technical reports and other strategies. This should include how they may relate to your resilience strategy and actions therein (these will exist at state and local government level and will cover aspects such as land use and infrastructure planning, climate adaptation, transport, health etc…)

Your action/theme chapters.
These will contain a summary as to the importance of each of the actions/ themes and what you are proposing to address this (recommendations/directions). These action/theme chapters and recommendations therein may focus on how this will affect the population (people centred) and should draw from existing community surveys that may identify priorities, values and concerns.
