Questions: Question1: The first question asks you to critically explain the relation of sovereign states’ actions to the dynamic nature of international society: How do the norms, rules and institutions constrain or enable states’ actions? How do states’ actions themselves impact on, and produce a shift or change, in those norms, rules and institutions? You need to consider specific norms, rules or institutions here in formulating your response, and provide and discuss specific actions of states to demonstrate your points. An example here might be how humanitarian intervention is producing a shift in existing norms about state sovereignty. Another example might be states’ use of preemptive wars in relation to the norms about self-defence in international law.   Question 2: In the second question you have to consider which specific rules and institutions of international society are central to states’ counter-terrorism measures, and how this is affected by the transnational character of contemporary terrorism. In your definitions here consider what the primary objective of counter-terrorism strategy is, and how the rules and institutions of international society relate to this. How have rules and institutions dealing primarily with conventional conflict been interpreted and applied here by states? You may have to consider the blurring of counter-terrorism and counterinsurgency as outlined by Kilcullen (2006; 2005). Again, you will need to provide and discuss specific examples of states’ counter-terrorism measures and security policies to demonstrate your points.   Question 3:In the third question consider how risk, security and terrorism are related: how does terrorism pose a risk to security? Use this as a framework to consider the successes and failures of states’ counter-terrorism actions since September 2001. Again consider the definition and objectives of counter-terrorism here: how have these actions brought about security? How have they led to more insecurity? (Given the timeframe you will be addressing transnational terrorism here). Provide and discuss specific examples to demonstrate your points (see Makinda 2003; Roberts 2002 and Wilkinson 2006).
