This assessment task will develop your critical analytical and communication skills by the writing of a case study report. In constructing your report you must assume that you have been appointed as the road network asset manager for the road agency and are presenting this report to your management. The report must communicate all required information.

The following details outline a hypothetical situation where a road network is managed by the road agency, with the following information being readily available to assist the agency (and yourself as the road network asset manager) in reaching decisions about the management of the road network.
You are able to supplement this data, although it is not necessary, with some of your own data to develop the hypothetical further if this will support the information in your report. Any additional information should not adjust the context of the question, rather simply assist you to develop your response. Please contact your unit chair if you would like to check your use of additional assumed data about the mythical road agency and the current performance of the network.

Case Study Report Structure
The review should be presented as a professional engineering report, complete with an Executive Summary and a Report Summary. The following structure may be used as a guideline. Note that information provided after each structure heading is for information and guidance only and should not be considered as being exhaustive. Any additional assumptions made to enhance your report should be identified.
• Executive Summary: This will summarise your report in such a way that readers can rapidly become acquainted with content without having to read it all.
• Request for Additional Information: Outline any additional information you would seek about the road network. Provide the rationale and benefits for seeking the additional information.
• Community Expectations: The case study information refers to general feedback and complaints. Discuss how the agency could more effectively engage with the community to determine preferred levels of service and willingness to pay. Discuss techniques for assessing those expectations, and how your recommendations may enhance asset management decisions. It is unlikely the community can achieve all of its preferred upgrades or amenity improvements and maintain the network in its current condition. Discuss how you would analyse priority options and trade off decisions.
• Road Hierarchy: Propose a hierarchy of roads for this network, list the benefits of establishing
the hierarchy and propose different levels of service to each level in the hierarchy. Provide details on how many different levels would be within the hierarchy, and what criteria would be used for allocating a particular road to a level within the hierarchy.
• Corporate Strategy Documents: Suggest what corporate strategy documents need to be developed for this road agency. Assume there are no existing documents other than some fairly rudimentary forward budget documents.
• Program of Works: Provide details of the steps required to develop a program of works covering a period of up to 10 years. The program must seek to achieve the strategic objectives proposed in the corporate documents and respond to what you have assessed as the likely outcomes of the community consultation program.
• Performance Indicators: Describe four (4) indicators that would be suitable for management of the road network. Discuss why you selected these indicators. Discuss how these indicators assist to ensure the agency is accountable to the community for implementing its strategies to improve the network. Also discuss how these indicators assist in ensuring the financial sustainability of the agency is being monitored. What data would be necessary to enable each of the performance indicators to be calculated and monitored?
• Road Maintenance Standards: List six (6) maintenance standards that could be proposed for this network and describe the steps to necessary to have these maintenance standards approved and implemented.
• Organisational Challenges: Discuss the possible organisational challenges that may arise in introducing the rational and objective approach you have described in your report. Include in your discussion how you would assess and develop the level of asset management maturity for the agency. Review what levels of asset management maturity might be preferred in five to ten years. Assume the current level of maturity is at the core level across all aspects of the planning continuum.
• Report Summary: The report summary will draw out the salient points of the report.
