Assignment Task 

The measure combines a reefer hub with the secure truck parking that will be built on Nieuw-Reijerwaard. At the reefer hub, it is planned that 20 reefers can be connected to the electricity grid. At night, the reefers can be driven on a trailer from the deep sea terminal to the reefer hub and docked there. In the morning, the reefer trailers can be picked up and driven to the fresh importers at the business park. Buffering can also be done during the day at the facility. This reduces the (risk of) congestion on the A15 and on the Nieuw-Reijerwaard business park and gives substance to the central parking facility included in the Nieuw-Reijerwaard (zoning) plan. 

Longer term

With a distance of 5 to 10 kilometres from Nieuw-Reijerwaard to the centre of Rotterdam, this location has great potential. In addition, the described concept and the opportunities below can also be rolled out across the various secure truck parks in the region.

a) Decouplingpoint Zero Emission Citydistribution: Green Energy Hub

From 2025 the freight delivery of the inner cities of Rotterdam Ridderkerk and Barendrecht among others, must be carried out with zero emissions. This applies to retail, construction and facility logistics. By 2025, the vast majority of long-distance road traffic will not be emission-free. This means that decoupling points will be needed near the city's major access roads to decouple long-distance transport with zero emission last mile transport. This can be done by switching on the electric mode of a hybrid tractor and/or transferring the cargo to a clean freight vehicle and/or changing the towing unit for a zeroemission version (most likely with a fully electric powertrain). The reefer plugs on the reefer hub will not be used or will be used to a limited extent during the day. The existing infrastructure could be used during the day for charging or recharging the electric last-mile vehicles. This makes the secure truck parking with reefer hub also a green energy hub (ENGIE is the sustainable electricity supplier at Nieuw-Reijerwaard)

b) Construction Distribution Centre: hub for building materials and personnel

In the context of construction logistics and/or facility logistics, the location may also be used as a Construction Distribution Centre (or construction hub) for (residential) construction in Barendrecht and Rotterdam. Think of both material (also as a depot for ground, road and water infra materials) and personnel that can be transported to the construction sites in the city by grouped transport.

c) Connected Transport Corridor: cooperative and automatic transport

South Holland, the province, MRDH and PoR, together with the business community, are already well-advanced in cooperative and automatic transport. In line with the automation of the container terminals in the port of Rotterdam, the automation of hinterland transport is an important development. In the port, the Container Exchange Route will connect the deep sea terminals by means of automated vehicles on a dedicated lane between the terminals. In addition, work is being done on the convoy driving of (manned) trucks that also communicate with the traffic lights (iTLIs). One of the aspects is the granting of a green light under strict conditions as soon as a convoy arrives at a traffic light. The 'shuttling' of trains from (initially manned) trucks with reefers between Maasvlakte 2 and NieuwReijerwaard is a concrete next step that will have an impact on traffic flow, safety and fuel consumption.

More efficient logistics

A mismatch in opening hours between deepsea terminal and fresh importers is solved. Reefers (refrigerated containers) can be picked up directly upon arrival at the deepsea terminal and brought to the hub outside rush hours. As a result, congestion at the terminal, on the A15 and on Nieuw-Reijerwaard (exit and terrain) is reduced, especially in the morning rush hour. Reliability increases, waiting times and lost vehicle hours (in Dutch voertuig verlies uren VVU) decrease and emissions (CO2, NOx and particulate matter) decrease due to fewer VVU's.

Chain integration/flow

Improve chain integration and coordination through the reefer hub's buffer function

Durability

Reduction of congestion with the associated social costs. The reefers can be cooled on green electricity (ENGIE). In addition, this location including electrical infrastructure can be used as a decoupling point between conventional long-distance road transport and zero-emission last mile transport to the Green Deal Six municipalities of Barendrecht, Ridderkerk and Rotterdam.

Finance

The secure truck parking excl reeferhub is budgeted at 3 MillionEuro, of which 2.4 MEuro is financed by the GRNR and 650 kEuro by the EU (CEF scheme). The additional costs consist of the costs of truck parking per parking space reefer trailer, the consumption costs (electricity) and the service fee for the use of the facilities of the truck parking (e.g. the costs for security). PZH estimates the costs for an extra parking space within an 'existing' truck parking at ±10kEuro. 

Business and value case

Societal: at least 20 truck rush hour avoidances per day (mainly in the morning) = less congestion on the A15, exit and on Nieuw-Reijerwaard. Rush hour avoidance has a congestion and an emission aspect (CO2, NOx), for a truck, the total societal costs of 4 of 5 rush hour avoidance are generically estimated at about 10 euros. Businesses:

Carriers

Better plan ability and reliability, no vehicle loss hours (a t 60 euro/hour), higher utilisation of trucks (day and night deployment), shorter waiting time at the terminal. Disadvantages are higher costs for night trips (driver surcharge) and availability of drivers. Advantage ±30 60 minutes time -saving per trip (back and forth) at least 25 euros, disadvantage ±10 euros (driver surcharge) net 15 euros advantage. For a leg, MV2 -Barendrecht is now paid ±75 euros. Fresh importers: high reliability of arrival time, buffer option at hub instead of own site. The disadvantage is post -transport from the hub to the final destination. Additional costs for the use of reeferhub is ±20 euros (10 euros service fee to truck parking operator and 10 euros after transport), advantage is reliability and availability (benefit varies per company)
