Abstract: The document provides a comprehensive view for the current safety concerns in China, including short analysis of particular situations that clearly show the importance of raising awareness for these conditions. The paper aims to explore the problem in different aspects, with an innovative exploration in a solution that supports to alleviate the problem. Methods and results are involved to validate the hypothesis.
Introduction
In recent years, current studies and evidence reveal the endless criminal cases against vulnerable groups. In the public security environment of China, around 1 million of the population is reported lost each year (Tencent Individual Journalist, 2021). This number is only 1/1400 of the total population of China, but it is not a small risk index for citizens. For women who live alone and children lacking self-protection awareness, under most circumstances, such cases are usually caused by the victims being unable to find the right opportunity to call for help.
According to a widely used international standard, the number of police officers, based on the equal share of the population, is an essential indicator of a country's ability to enforce justice. Samuel Walker, an American scholar, pointed out in his book “Police in The United States” based on empirical analysis that if the number of police in a country is less than 25 per 10000 people, then the country's critical system cannot have the basic effectiveness in maintaining social stability.
Currently, in China, any time is far from the so-called international standard. Today, China has an average of 120 police officers per 100000 people, based on the country's 1.8 million police force, but that still lags far behind the world average. Another relative index is the reasonable range of the number of citizens under the jurisdiction of the police. According to this index, the world average in 1991 was 500 citizens under the jurisdiction of each police force, while in China the number reached 1,400 in 1991. At present, the average number of people under the jurisdiction of each police force is nearly 800. At the same time, however, police forces were generally strengthened in western developed countries. Between 2001 and 2010, for example, police forces in the UK increased by 15%. Ten of the 50 largest local police agencies in the US have seen double-digit increases in force size.
In this study, we explore whether there is a desirable, feasible, and viable market opportunity within China for addressing customers’ perceived safety and security problems through the combination of new technologies and fashion.
Literature Review
Problem and Cases
In recent years, the social safety level in China has fluctuated over time. The trend brings up the point that different factors, such as kidnapping, had bothered many people's lives. Some researchers had specifically analyzed and evaluated particular phenomena in China, such as "Kidnapping and Selling Women and Children" (Biddulph & Cook, 1999, pg. 1437). The author aimed to discuss an official understanding of the cause of the problem and the best possible approach. It examined several major implementations, structural and practical issues, such as the limitation of the Chinese law system, which allowed some kidnappers to continue making cases in different corners (pg. 1451-1460). The author argues that although China constantly makes different regulations to restrict the crimes, certain groups of suspects are starting to adapt their tactics and know what methods they could use to avoid the arrest but continue to kidnap and sell women/children. The author suggested the departments fortify everyone’s safety consciousness and build up more secret detection within each corner of the city to ensure the kidnappers will not have more chances to gather and plan for the next kidnapping event. The finding by Biddulph & Cook provides an insight into one particular aspect of the safety concerns among the Chinese citizens in terms of how the kidnapping and selling (women/child) rate still increased in past years
Research has also been done at the "Introduction to the issue of rape in China as a developing country." Ye studied the raping problem that had recently become one of the significant crime types that affect most females' safety, especially those young females who prefer to walk by themselves at night. For example, Cheng Yang, 28, received help from nongovernmental organizations after being raped while working in her office on the 13th of February 2005 (Ye, 2011). The shreds of evidence supported her argument of the unstable safety environment for young and middle-aged women who may continue to be distracted by those rapes. The finding represents Ye's perspective to intensify the regulation of raping cases in China and the importance of offering correct attitude and education for the next generation to realize the scurviness of raping. The analysis and data add to the idea of ineffective safety promotion within China since it owns one of the world's largest populations and safety becomes even harder to achieve quickly.
Existing Solutions
In this digital age, when information is being transferred extremely fast, people are aware of numerous dangers, so they have developed ways to safeguard themselves. For example, self-defence firearms and self-defence sprays, but these resources require tremendous skills to fight criminals, especially when it is a sneak attack. Although the victim gives a long struggle, the possibility of injury is very high, and it is better to call the police first, then delay the situation until the police’s arrival. On the other hand, only mobile phones or electronic appliances can be used to call the police in the market, so it is likely the criminals would thwart this alarm action.
Additionally, the mobile phone alarm will sound like a loud alarm if it is not silent, which further endangers the victim. In addition to those attacked on the road, most girls will also face danger in nightclubs, KTVs, and taxis. In 2018, a 21-year-old female was killed by a DIDI driver after she left the airport and was found on the river (BBC, 2018). We followed the news and discovered that the victims were not only this girl but 50 more females. Under these circumstances, when the girls realize the danger is approaching, most of them seek their friends’ assistance without calling the police or sending out SOS. When their friends discern an anomaly to report to the police, they have missed the most important opportunity for rescue. One might ask why they did not call the police. The reason is that telephone alarms or alarms through special buttons on phones are particularly easy to detect and stop. The research data shows that more than 20 million customers use the ride-hailing platform every day; the platform is used more than 400 million times every year (BBC, 2018). This data is vast and full of dangerous possibilities.
On the other hand, there has also been another disturbing wave about women being raped in KTVs and clubs. Recently, a celebrity “WU” with ten million fans was exposed to many females being raped after drinking in nightclubs, and WU revealed that around 40 or more accomplices were related to this case (NetEase, 2021). Soon after, a girl was forcibly taken back to a hotel after being drunk by a famous host, "QIAN" (CNWJ, 2021). Such news has shed light on the dangers faced by these girls who are drunk and lack an effective method of calling the police. As in this situation, those victims cannot call the police for help with their cellphones right in front of the rapists. Even though victims may send text messages to ask for help, most criminals are proficient and would remove the phone from their victims to prevent this obvious alarm action.
Potential Target Groups
With the safety problem in society, the target consumers are divided into three groups that symbolize vulnerable people in different situations. In 2020, there are 70 thousand children reported missing, which occupies 7.4% of the total lost population (Tencent Individual Journalist, 2021). Children's safety concept during age from 3 to 14 years old is still very nascent, hence they are most unlikely capable of protecting themselves from dangerous events such as kidnapping. When such a situation occurs, children only have a few chances to escape and be rescued.
The second group will be females who work until night or return home alone after 8 pm. They might be attacked or kidnapped by criminals without chances of getting help since there are very few passersby at night. On the same token, females may also encounter danger at KTV or nightclubs, when returning home late with private transportations. In such cases, it would be too hard for them to use an electronic device to call the police. What is more, some existing products make a loud alarm to call for help, which may irritate criminals and thus, cause life-threatening problems.
The third group will be composed of the elderly aged from 65 to 95, especially those who live alone or have Alzheimer's disease. The number of the lost elderly in China is estimated to be 500 thousand per year, being the most significant issue of citizens' safety. (BDN, 2016) Once the elderly cannot meet someone who can help them when lost, the situation becomes difficult to deal with. Although some elderly people live with their children, it would still be relatively late for their children to report to the police after work once they find their parents lost. Moreover, the situation would even be worse for old people living alone. Most of them will not be found missing immediately, and a long time or even a few days would have passed when they were discovered lost.
In conclusion, although the elderlies have more disappearances recorded on data, they generally do not encounter danger but mostly tend to forget the route home. In addition, children’s issues have already been serviced by some advanced technology companies. However, females are facing a greater threat of infringement and need a product providing efficient solutions that could enhance their safety level throughout various conditions. As a result, based upon our analysis, we believe that female customers should be our priority in terms of product design and marketing goal.
Hypothesis (H1 H2 H3)
Based on the analysis of various researches, perspectives, and specific group identifications, the desirability, feasibility, and viability of the solution will be treated as unique considerations that support the solving process of the issue. All hypotheses are set to validate our final purpose of decreasing the real criminal rate in China.
Hypothesis 1 (H1): The desirability for the customer's acceptance of the targeted solution as a new innovative idea to solve the current safety concern is high.
Hypothesis 2 (H2): The feasibility for the product is high, that the solution can be conveniently applied by existing technology.
Hypothesis 3 (H3): The viability of our solution is positive, and the market would show ideal feedback after our solution is introduced to society.
Methodology
To address this research question, we utilize several unique methods, for instance, the survey research and analysis, SWOT Diagram, PEST diagram, and other methods to test hypothesis 1 (H1), hypothesis 2 (H2), and hypothesis 3(H3).
H1 Methods
H1: The desirability for the customer's acceptance of the targeted solution as a new innovative idea to solve the current safety concern is high.
Data collection
Data collection helps organize a series of information to enable a logical and organized outcome for a specifically targeted research problem. By analyzing China's macroeconomic and microeconomic conditions, we can assess its current market environment and consumers' level of consumption. In parallel, we collect data to analyze our products’ future by studying the development and future trend of similar products such as insurance and self-defence spray.
Interview Questionnaire and Survey
Interview and Survey support to collect the potential demand of the solution product toward the market, and how to make it more diversified. The first method is through the interview questionnaire. The authors investigated a total of 8 people in order to receive a deep understanding of users’ views and attitudes to the products by using a PPT slide show. The interview contains seven questions that specifically focus on the idea, position, advantage, and suggestions about the product. After the interview, the authors made out the first survey facing the public, which included 15 questions from all aspects. In this case, the information is gathered from the level of the acceptance and expectations of the GPS product, flavor of style, and the pricing. It is clear that the interview and survey results do support the idea of the likelihood and expectations that customers desire for the upcoming product.

Technology Research
Through a variety of sources and research online, we test the feasibility of the technology that we want to apply for functionality of the product, such as the size of GPS, the size of battery, if these chips can be fit into accessories. By comparing these functions, it is more specific to identify the true components of the feasibility for the idea, thus matching the need effectively.

SWOT DIAGRAM
By using the SWOT diagram, the situation analysis based on the internal and external competitive environment and conditions that address all kinds of prominent internal advantages, disadvantages, external opportunities, and threats to our targeted research problem through investigation, and arrange them in matrix form, and then analyzed those factors to determine whether the new solution to the problem is durable.
PEST DIAGRAM
The pest model is used to explore whether there is a solution to a problem that can play a positive and lasting role in different aspects. It analyzes the long-term and short-term impacts of political, economic, social, and technological factors in the headquarters environment from a panoramic perspective, thus ensuring its effectiveness in solving problems.

Data Collection
Initially, we chose to estimate the value of sales of our products in the market by using insurance as an example since insurance and our products both provide clients protection. As a result, China's insurance industry data does not seem very positive. As of 2020, the average insurance density in China constitutes $465, which is very far from reaching other developing countries, even less than ten percent of the average insurance density in the United States (A&R Company, 2021). In general, 10% of a basic insurance density would be prevalent and stable, but China only reached its half density. The data is, however, preliminary. In conjunction with the increase in China's GDP, insurance density also increased by 11.1% in 2020 compared to 2019, which shows its rapid growth (A&R Company, 2021). Additionally, since a large part of China's insurance industry is imported from abroad, China's insurance industry only recently began to develop compared to other nations with decades or hundreds of years of insurance experience. In this case, we can see that when an item is just launched on the market, people need a period of acceptance. It is also another similarity between insurance and our industry. However, it takes time for the insurance market to progress. Acceptance takes time when new products launch, an aspect that's similar to our industry. Nevertheless, it may take some time for the insurance market to reach a balanced market, but the market environment is very optimistic.
Furthermore, we also compared the self-defence spray and the self-defence weapon that have the same purchase characteristics as our products. When victims are in danger, they can buy more time and find opportunities to escape by using a self-defence product. The psychology of the customers who buy this kind of product is more consistent with the psychology of the customers who buy our products to prevent some bad guys from sneak attacks, or robbery, and other people-to-person confrontation problems. We can observe from the data that the annual purchase volume is enormous (seeing from the shopping website), and people have a solid awareness of preventing safety. With digitalization developed in society, we benefit from more case news appearing in the public that raises everyone's vigilance and needs. A blue-ocean strategy will present a comprehensive perspective of different aspects of how the product can effectively work to the customers (see Appendix E). Overall, the result indicates positive sentiment toward our product as a potential attractive purchase by the market.
Interview Questionnaire and Survey
Our main target population for interviews and surveys is females, accounting for 86.67%. The user's age range is between students and workers, ranging from 13 to 38 years old. The concentration of our survey is more over questions about accessories since for female customers, pretty jewelleries are a point to attract them to learn our product’s function. In this aspect, we see that most women have the habit of purchasing jewelry, and even 20% to 40% of women are willing to buy a whole series of jewelry products. We also found that most of them like to buy simple and lady-style jewelry, of which rings and necklaces account for 60%, and bracelets account for 53.33%. Besides, we put a few of our own design drawings with our logos and some of the existing styles selected online with pictures in the survey, and the feedback from the customer group is very positive and ideal. Additionally, moving on to the aspect of function of our product, the survey shows that people feel their safety level is moderately high as their average rating is 3.53 out of 5, however, when they are asked if they desire a product that can enhance their safety, 93.33% report high interest, indicating that they expect it to be developed and have a need on this. Moreover, turning the point to the price, we set up a range from RMB399 to RMB1099, over 40% says “Maybe I would try” and 33.33% says “Yes, absolutely”. Therefore, the overall result of the survey is very close to our expectation and friendly to our future prospects.

Technology Research

The system will then respond based on the programming settings for that zone. Zones can also be programmed to have a delay period, which gives the user a short period of time to Disarm the system before an alarm signal is sent out.

Political factors: According to ‘Announcement of the State Administration of Taxation on Implementing the Preferential Income Tax Policies for Small and Low-Profit Enterprises and Individual Industrial and Commercial Households’ in China, paying taxes will not cause too much burden for the enterprise in the early stage. Moreover, this product category does not belong to the production industries with negative externalities, such as tobacco and alcohol, which need to levy a large VALUE-ADDED tax (“Announcement of the State Administration of Taxation No.8”, 2021).
