ASSIGNMENT TASKS

This assessment has 2 parts, as described below. You are required to complete all tasks of both parts.
 

Part A: Travel Demand Management
Task 1: Travel Demand Management Case Study

Victoria has experienced significant population increase in the recent years. This increase in population has resulted in higher number of vehicles on roads, particularly to/from the Melbourne CBD area.
As a Transportation Engineer, you have been appointed as a consultant by the Melbourne City Council to examine the suitability of an area-wide congestion charging scheme for the CBD area. The Council wants to know if a congestion charging scheme would be beneficial in reducing traffic jam in the overall CBD area. The Council has not made any specific decisions on how the scheme would work, rather wants the consultant to investigate various possible options for the scheme.
You are required to review the literature, including academic publications and government reports, to understand the benefits and drawbacks of such schemes. Specifically, you are required to study how similar schemes worked in other jurisdictions. Based on your review of the literature, prepare a case study report outlining the following items.
• Introduction to Congestion Charging
• Examples of congestion charging schemes around the world
• Benefits of congestion charging
• Drawbacks of congestion charging
• Recommendations for Melbourne (whether to implement congestion charging scheme, how to implement the scheme, any considerations to be made in implementing the scheme etc.)

The case study report should not be more than 3,000 words (no minimum word limit applies) for the abovementioned items, excluding references and appendices. You are encouraged to use figures/tables to support your case study report.

 

Task 2: Determining road pricing charge

To reduce congestion in the Geelong CBD area, the Geelong City Council is considering to introduce a road charging scheme for a road named ‘XY Road’. The road has 2 lanes each way, a posted speed limit of 70 km/h, and length of 15 Kms. The road is rising at a grade of A%. The road charging scheme is planned to be applied to the whole section of the road. The demand function of the road is known as V = 3500 – 100 t, where V is the hourly traffic volume in each direction of travel, and t is the average travel time in minutes per vehicle.
