For this Assessment Task, as a Case Study, in the role of AVETA’s Café’s Head Chef, you will be required to  develop a Management Report that incorporates the following: 
- establishing and implementing a complete work health and safety (WHS) system that covers the following components: 

• adequate facilities for the welfare of employees 
• appropriate management of incidents or accidents and notification to WHS government regulators 
• availability of information, instructions, training and supervision that ensure employees’ health and safety

- A comprehensive WHS system documents to support above system in addition to a system for keeping WHS records; as well as Identifying and providing adequate financial, human and specialist external resources to address WHS management practices 
- How AVETA’s Café should demonstrate management practices that must be established and maintained for compliance of above system with state or territory occupational health and safety (OHS) or WHS legislation; as well as how they should evaluate and identify improvements to WHS practices within the above system  When you have developed a draft of your Management Report, show it to your Trainer (demonstrating consultation with appropriate personnel and resolving any issues raised) for feedback, incorporate any changes you believe are appropriate and then submit your final Management Report to your Assessor, as evidence, for summative assessment. 
To assist you with this Assessment Task, Safe Work Australia’s MANAGING THE WORK ENVIRONMENT AND FACILITIES Code of Practice DECEMBER 2011, During the above Assessment Task you will be observed by your Assessor when you are: 
Establish and maintain a framework for health, safety and security by: 
- Accessing and interpreting key legislative documents to ensure WHS system complies with regulatory requirements, standards and codes. 
- Designing a WHS management system to suit characteristics and needs of the organisation, in consultation with appropriate personnel. 
- Identify and provide adequate financial, human and specialist external resources to address WHS management practices. 
- Develop and clearly articulate WHS policies and procedures in a format readily accessible to all personnel. 
- Define and allocate health, safety and security responsibilities within relevant job descriptions. 
- Consult with key personnel, and develop and implement a plan for WHS training requirements. 
- Establish and monitor a system for keeping WHS records. 
- Establish and maintain systems to ensure communication of WHS information to personnel.
