The State of Catdom is a major gateway to the Continental Union. Tens of thousands of air passengers arrive at its two international airports each week. Once cleared through border control the travellers have unimpeded travel access to any of the countries within the Continental Union. In recent months, other States have voiced concerns over the seemingly ‘porous’ border that exists at Catdom. Drugs, criminal proceeds, and contraband importations are reportedly on the rise, as are incidents of improperly documented migrants. In response to this growing pressure, the Governor of Catdom has invited you, an international border management consultant, to assess the situation in Catdom and recommend a course of action.
You have completed your initial assessment with the following observations at both airports:
- Multiple agencies are present at both airports, each with distinct mandates but very little coordination between them; passengers are frequently subjected to the same questions by different authorities
- No independent oversight exists to hold agencies accountable for results
- Passenger volumes are increasing yet human resources have been cut due to fiscal constraints
- Despite adhering to long standing procedures, officers are unable to keep up with the volumes; 3-4 hour delays are common
- Complaints are on the increase from passengers, airline officials, airport managers, and employees; the latter complain they are overworked, have no tools, and are under pressure to expedite passenger processing. (There is no guidance for responding to complaints; most are ignored.)
- When volumes peak, no additional resources are brought in from other locations; rather, officers are instructed to work more quickly
- Authorities have no prior notice of how many passengers are arriving on any given flight or of their identities; no provisions exist to require the submission of advance passenger information
- Officers have no access to information databases containing look-outs or advisories; lookouts and similar information are photocopied and circulated for reading at the start of each shift; most officers have no time to review the file
- Document validation is performed manually by visual inspection; for example, there are no electronic document readers available for officers to use when checking passports, visas, etc.
- There is no monitoring or control over the baggage hall; passengers are free to pick up their luggage, intermingle and proceed at will to Customs; no instructions are posted for arriving passengers to follow
- The passenger questioning and examination process appears to be highly subjective, with no particular guidance or tools to identify risks; questioning is non-uniform (i.e., dependent upon officer) and varies from passenger to passenger
- Passengers are processed without regard to potential risk; officers simply process the next in line in the same manner as the preceding passenger
- Random passengers are singled out for closer questioning on a ‘spot check’ basis
- Referrals for secondary questioning are frequently waived through due to line-ups and lack of staff
- The decision to examine is strongly influenced by passenger volumes and flows; on a quiet day there are more examinations, on a busy day there are less
- Baggage examinations are conducted visually by officers; there is no access to any form of automated detection equipment
- Although Customs uses detector dogs at a nearby land crossing, none are available for use at the airports
- Existing Customs Act grants officers authority to conduct physical and personal searches
- Searches are rare due to backlogs, volumes and pressure from supervisors to keep passengers moving; searches that have been conducted are subjective and almost always non-resultant
- Supervisors are rewarded for volumes of passengers processed, not for interventions (i.e., quantity rather than quality)
