John lives in Riverforest council area and is eligible for our services.
Appointment made for John to be seen at our Centre on 24th April 2020, 11am
Interview with John Kiba 24th April 2020, 11am (1 hour)

John Kiba was referred to our service from Blackbutt Legal Aid Office for support in managing overdue fines. He had received a letter stating that he had overdue fines and notifying that legal action was being prepared to claim his assets. John was very worried that he would lose money from his bank account when he gets his next Centrelink payment. He has a friend who had money taken from his bank account for unpaid fines.
John is a permanent resident with right to work. He is originally from Bhutan and speaks English well.
John receives Jobseeker Allowance. He receives $674.10 a fortnight altogether from Centrelink. He already has a personal loan from a friend and needs to pay it back very soon. He informed me that his basic payments are $542.70 a fortnight and that he pays rent of $350 a fortnight. He receives rent assistance of $132.40 a fortnight, and sometimes gets Energy supplement payments.

John has two unpaid fines totalling $440. The first fine is a speeding fine and the second fine relates to driving through a red light. John said he planned to use his next fortnightly Jobseeker payment to pay at least one of these off, but one fortnight he had an electricity bill, and another time he sent money to his mother overseas for hospital bills for his little sister.
Explained about Work Development Order and eligibility for those with financial hardship. He may be eligible if his only income is from Centrelink. Asked him to come in later today or tomorrow and bring in: 1. His income statement from Centrelink, 2. Last bank statement, 3. last rental receipt and 4. the letters from other relevant government departments.

Explained that if eligible we can be an authorised agency for him to do a Work Development Order. He said he would like to pay some of the fines in instalments, and do volunteer work with us to pay off most of the fines. Gave him the Payment by Instalments form for him to complete to pay $20 a fortnight. Suggested he brings this form in also and I can check it before he submits it.
I described the services that we offer at the community health centre. I gave him a flyer about the soccer tournament in Riverforest region as he showed interest in this. Gave my business card.
