Taxation Proposal Writing Assignment help

Task:  You have been appointed as a special tax adviser to the New Zealand government. In order to increase spending on health, education and welfare, the government has identified a need to increase tax revenue by $1-2 billion in the next tax year. In your capacity as a tax adviser you are required to come up with a proposal on how this can be achieved. Your proposal should consist of four parts:
  • Part I: Explain the details of your proposal
  • Part II: Discuss how your proposal is administrable, i.e. is your proposal easy to both implement and administer? How practical is your proposal?
  • Part III: Discuss economic efficiency, i.e. how does your proposal distort the optimal allocation of resources?
  • Part IV: Discuss equity and other social impacts, i.e. how does your proposal affect horizontal and vertical equity? How is inequality impacted? Is your proposal fair?
Your proposal can incorporate any changes to the tax system. It should include only one concrete tax proposal (it should not include multiple taxes). It can include changes to an existing tax or involve a new tax. If your proposal involves an existing tax, your proposal should be more substantial than simply increasing tax rates. You are encouraged to be creative in your proposal. The marking guideline is attached to this assignment.
