Scenario
A client has come to you with a proposal to convert an old community hall into a  modern dwelling.  The site is located within an urban domestic built environment. The client has  provided existing site plans, floor plans and internal layout of the proposed  residence. These are supplied in three appendices. The existing floor plan will be extensively altered. The existing fixtures and  appliances will be removed, along with wall linings and services You are tasked to recommend the placement of replacement services and their components for the residential dwelling and co-ordinate their installation.  
You are to write a report of 2000 words which covers the following aspects:
• What services would you recommend be connected or reconnected to meet your client’s requirements?
• Describe what consent requirements must be met before any work on the building begins.
• Explain the compliance documentation required to connect to the Territorial  Authority’s mains system.
• What contractors are to be engaged on the project, and what is required from them so the building can obtain the necessary consents and complies with the various Acts?
• What are the certification and inspection requirements? How are these managed, and who is responsible
