Understanding the Literacy Needs of Marginalised Learners.
Marginalisation describes a state in which individuals are living on the fringes of society because of their compromised or severely limited access to the resources and opportunities needed to fully participate in society and to live a decent life. Marginalised people experience a complex, mutually reinforcing mix of economic, social, health and early-life disadvantage, as well as stigma.
This report aims to address the literacy needs of Aboriginal and Torres Strait Islander (Indigenous) students. For the purpose of clarity, while it is noted these students often fall within a number of categories classified as ‘marginalised’ such as students for whom English is an Additional Language or Dialect (EAL/D) and students from low socioeconomic status (SES) backgrounds and there may be an overlap of data (Beavis, 2011) the report focuses explicitly on students who identify as Indigenous.

Indigenous Education (Targeted Assistance) Act 2000
In 2014 the Australian government introduced the Remote School Attendance Strategy (RSAS) which aims to enhance attendance in remote Aboriginal and Torres Strait Islander communities. Since the introduction of RSAS, attendance rates have improved by 48 per cent of RSAS schools.
RSAS supports school attendance officers to work with schools, families, parents and community organisations to ensure all children go to school every day.
