Background:
the subject of the project is a system of COVID-19 tests of Israel country up to October 2020. All of the details and process description is taken from the information which is located in the health institution. Most of the details are close to reality, but the were some changes in order to suit to the size of the project. The project aims to run a simulation model of the current state and a simulation for different alternatives of the current system in order to check additional options that are considered to be better.

 

The current system description:
In this part, we will describe the working processes of the current system.
With the outbreak of the COVID-1 in Israel, the Israeli government put on the health institution the responsibility for building a system of tests for the Israelis. Covid-19 tests start in taking a sample from the tested person with the help of a kit that contains a test tube and 2 pens. The sample is taken from the pharynx and nostrils, and at the end, the pens are returned to the test tube. The sample of each test is moved to a lab, where it passes a process which in its end, a result is received. The result is attached only to the time in which the test was taken. The tested waits for the lab results of his test, the chances are: positive, negative, and inconclusive, if the result is inconclusive, the tested must be tested again. A person that has received inconclusive results in the two tests, is considered to be positive. After a person, if known to be positive, a check is made in order to know with whom he was in touch in the last days, so that as a result, on average 9 persons will enter to quarantine, in which only two of them are asked to be tested themselves. This covid-19 tests system which was made is comprehensive and is bowed throughout all of the countries, there are test compounds in the north, south, and the center. Of all the tested people, 35% arrive from the north, 42% from the center, and 23% from the south.

 

There are several ways to be tested:
DriveIn compounds – these compounds are open starting from 06:00 – 21:00. People can also attend to the compounds without their doctor referral. 
Mada workers can arrive to the house of the tested – people with symptoms who received a referral from their doctor, must order mada people to their house in order to test them because they aren't allowed to exit their houses. Due to the urgency of the situation, mada people are available 24/7. The ambulance receives a message about its next tested person and informs the tested that it is in the way. 
Set of urgent tests in the positions of the HMOs – people who has the chance to get a fast test. These people include business people before their flights abroad, Elected Officials, and players in sports teams who are before a flight to play abroad. The positions are open every day between 09:00 – 13:00 and 14:00 – 18:00 so that the system is continuing to work until all of the people who arrived before 18:00 are tested.

 

A test in the lab
After all of the tests have been collected in different ways, the tests are moved to labs which are spread all over the country. The tests which are done in the mega DriveIn compounds are collected in special cooling boxes so that each box contains 100 tests. When the box is full, it is sent to the lab. In addition, every 4 hours, a staff arrives at the compounds in order to collect the test boxes, even if they aren't full yet. The ambulances of Mada arrive at the labs exactly every 4 hours, and when they arrive, they unload the tests and collect new test equipment. The urgent tests from HMO are immediately moved to the nearest lab. 


After the arrival of the tests to the lab, the lab check at first the urgent tests, after the test is decrypted, an immediate message is sent to the tested person informing him\her about their test result.

 

Compounds
DriveIn compounds: mega DriveIn compound includes a number of smaller compounds so that in each one of the small compounds there are 3 test positions in parallel. There are three mega DriveIn compounds, one in each area in the country. In the north compound, and in the south compound there are three mini DriveIn compounds (in each one of them), in the center compound, there are 4 mini compounds. The tested person arrives at the big compound and enters one of the mini compounds whenever his turn is. After 18:00 one of the positions in each compound is closed.
Mada people: there are 20 ambulances for mada which are rounding all over the country. 


HMOs: there are 15 HMOs, in each one there is just one position to be tested in. 4 of the HMOs are located in the north of the country, 4 more in the south of the country, and the rest are in the center.
Labs: there are 3 labs, one in each area of the country, in each lab there are 20 testing positions in parallel.
