Background
Assessment Item 2 is based upon the ‘Nickelodeon Case Study’ which can be downloaded from the corresponding link under Blackboard Assessment Item 2. The Nickelodeon Case Study will also be briefed at the “First Consulting Session” to be held as indicated below under “Time-Frames”.
CEO’s Direction
As experienced and trusted members of the newly formed Nickelodeon management group, you have been invited to participate in one of several Programme Teams, which will collectively develop a series of integrated Programme Management Plans to construct the infrastructure and establish the associated services which make up the Nickelodeon Case Study.
The scope of the Nickelodeon Case Study encompasses:
a large nickel mine site,
a nickel smelter,
supporting infrastructure,
import and export facilities located variously in Kumahatata and Tejas, and
shipping of raw ore between Kumahatata and Tejas.
Team Compositions
The number of Programme Teams will be teams will be prescribed by the Nickelodeon management group’s Chief Project Officer CPO (Dr Vaughan Coffey) and deputy Chief Project Officer (DCPO) (Mr Richard Sargeant) in Week 1. You will then have until the end of Week 2 to join a “self-enrolled team” which you can access through the “My Groups” menu item in Blackboard. Teams must contain no more than 5 members except where approval has been granted by the Chief Project Officer. If by the end of Week 2, you have not joined a team or if your team is deemed to be too small, you will be assigned to a team.
Each Programme Team has been allocated a group site in the PMN608 Blackboard web site, which offers a range of group tools including Collaborate, File Exchange, Group Blog, Group Discussion Board, Group Journal, Group Tasks, Group Wiki and Email. Use of these facilities is optional. However, each team will, by necessity, need to establish an efficient and effective means of communication to complete Assessment Item 2 within the allocated time.
Team Programme Scopes
Because of the Nickelodeon Case Study’s complexity and numerous interfaces, the Chief Project Officer has directed the Programme Management Teams to work together in determining the respective scope of the various programmes. Regardless of the scope demarcation agreed among the various programmes, the Programme Teams will need to liaise throughout Assessment Item 2 to ensure that all facets of the Nickelodeon Case Study are addressed. Thus a governance structure will be necessary.
Programme Management Standard/Framework
The Programme Teams must agree and adopt a single, but comprehensive, programme management standard, or framework. Two standards/frameworks which have been applied in previous programmes by Triple N Nickel Co. and Double G Gold Co are the “PMI Standard of Programme Management” and the “OGC/Axelos Managing Successful Programmes”.
The Programme Teams may adopt an alternate programme management standard, including a hybrid of the above two standards/frameworks; however, any alternative will have to be approved by the Chief Project Officer. The Programme Management Teams must notify the Unit Coordinator and Lecturer of the selected standard/framework by the deadline shown under “Time-Frames.”
Deliverables
Each team must deliver a comprehensive Programme Management Plan covering its nominated programme scope and identifying the relevant interfaces connecting it to the other Programme Management Plans. The Programme Management Plan must adopt an extended life-cycle perspective and address operations readiness and benefits realisation. The Programme Management Plan must also include a substantial Lessons-Learned section in which the team reflects upon its performance, and the structures and processes applied. Because the focus is at the programme level, the Programme Management Plans will not include individual project management plans but must provide sufficient details of all projects to show a clear understanding of their role, contribution and impact to the over-arching programme.
Each team must deliver a 20-minute presentation to the “Board of Directors” outlining and justifying their respective Programme Management Plan as described below under “Time-Frames”. At least three members from each team must be present at the presentation. Also, the Programme Management Team leaders must deliver a 5 to 10-minute joint presentation outlining how the three Programme Management Plans will work together to fully satisfy the requirements of the Nickelodeon Case Study.
The accompanying PowerPoint slide packs must be submitted through Blackboard two days in advance of the presentations.
Assessment
Assessment Item 2 contributes 50% to the overall PMN608 mark. Assessment Item 2 consist of three parts:
Assessment Item 2a – the Programme ManagementPplan, which will contribute 35%.
Activity Item 2b – the Programme Team presentation which will contribute 10%
Assessment Item 2c – Programme Management Team Leads presentation, which will contribute 5%.
Time-Frames
As discussed earlier, you can either ‘self-enrol’ in a team before the end of Week 2, or you will be assigned to a team.
Assessment Item 2 and in particular the Nickelodeon case study will be briefed by the CPO and DCPO at the “First Consulting Session” in Week 4. The CPO and DCPO will then be available for general consultation.
Each Programme Management Team must select a team leader and notify the Chief Project Officer and Deputy Chief Project Officer by email of the team leader’s contact details no later than Week 4 class.
Programme Management Team leaders must notify the Unit Coordinator and Lecturer no later than Wednesday 1 April (Week 6) by email, the details of the:
Programme management standard/framework which all Programme Management Teams have adopted – this must come jointly from the team leaders.
Programme scope being undertaken by each Programme Management Team – this must come from each Programme Management Team leader.
A short Question and Answer Session will be conducted in Week 6 to answer any questions about the Nickelodeon Case Study or Assessment Item 2.
The Chief Project Officer and DCPO will also be available for consultation at the “Second Consultation Session” in Week 9.
At both the Consultation Sessions and the Question and Answer Sessions, it will be assumed that Programme Management Teams will already have consulted the various references. To facilitate the “Second Consultation Session”, Programme Management Teams should provide as a minimum:
Programme Vision.
Programme blueprint or equivalent.
A diagram showing all relevant projects and their inter-relationships.
Programme Schedule showing all project and tranches.
A list of the key strategic stakeholders and their relevant interests and priorities accompanied by an outline of the proposed engagement strategy.
A risk register of the key strategic risks.
Operations readiness plan outline.
Benefits realisation plan outline.
Each team must submit its Programme Management Plan no later than Sunday Week 12 via PMN608 Blackboard using the Assessment Item 2a submission link.
The Programme Team Leads presentation must be submitted no later than Sunday Week 12.
Ordinarily, all members of a Programme Management Team will receive the same mark. However, in exceptional circumstances, individual marks may be adjusted to reflect greater, or lesser, individual contributions.
The Programme Team Leads and each Programme Team will present their Programme Management Plans to the Board of Directors in Week 13.
Failure to meet any deadline will result in a penalty of 1% per day for all members of the offending team.
Record of Individual Contributions
The Programme Management Plan must be accompanied by a description prepared by the Programme Management Team leader of each team member’s contribution. If any Programme Management Team member disagrees with this description, they must notify the Unit Coordinator and the Lecturer by email no later than Wednesday Week 14, providing evidence of their claimed contribution. Therefore, it will be important that all Programme Management Team members keep records of their particular contributions.
