Literature/Past Research Review :
Tourism and hospitality were one of the growing sectors of New Zealand. The recent success is evident in the contribution of both tourism and hospitality in New Zealand’s: (1) export, (2) foreign exchange reserve and (3) gross domestic product (GDP). In 2019, total tourism expenditure reached to $40.9 billion which is a 4% increase compared to the previous year (MBIE, 2020). International tourism reached to $17.2 billion or increased by 5.2% and 20.4% of exports come from the tourism goods and services (MBIE, 2020). Tourism generated 21% foreign exchange earnings (MBIE, 2020). Tourism has a direct contribution of 5.8% to New Zealand’s GDP and supporting industries contribution is 4% of the GDP (MBIE, 2020). Based on these figures, the New Zealand economy was heavily dependent on tourism and hospitality. This also meant that the industry needs considerable number of employees. The recent industry figures are promising but the supply-side factors such as labour pose a problem including large dependency on the migrant workers and exploitation of these workers (Cropp, 2016; Deloitte, 2015; New Zealand Tourism Industry Association, 2015).
These migrant workers are often on student/visit/family visa and they need a job to make their investment they have made to reach to New Zealand worthwhile. Anderson and Naidu (2010) have shown that international students who are the largest source of migrant workers in New Zealand are often exploited, specifically those employed in the front-line and housekeeping. The exploitation of migrant or temporary workers is not only common in the context of the New Zealand but this situation is not much different in the neighbour country Australia (Berg & Farbenblum, 2020a; Berg & Farbenblum, 2020b).
