Victim Server
For each UDP packet it receives, it spawns a thread
The UDP packet contains a port number at the server machine, the attacker pretends it needs to reach
The thread checks if the requested port is open
If the port is found closed, the thread sends back a message saying destination unreachable, else it says the port is open.
The server receives an infinite number of such requests

Notes
The reply messages are usually ICMP, for simplicity let them be UDP.
The source IP addresses(clients), are usually spoofed, for simplicity let us assume they are genuine.
In the actual attack, for each new client (IP address), the victim spawns a thread.

You need to program both the client (attacker side) and server (victim) side
