You are asked to write a 2,500-word policy paper that must combine both academic and practice-based concerns.

1. Choose one of the following topics:

a) How useful is the concept of the policy cycle as a means of analysing the policy making process? Illustrate your answer with reference to practical case study materials.

b) 'The roots of policy failure lie in poor conception'. What can policy-makers do to mitigate policy failure when designing public policies? Illustrate your answer with reference to practical case study materials.

c) Why do some scholars and practitioners argue that public participation is essential for good policy making? How is this best achieved in practice? Illustrate your answer with reference to practical case study materials.

• Abstract
The first page of the policy paper should contain an abstract of its contents of no longer than 200 words. This will not be included in the word limit. Please note that an abstract is not the same as an introduction – its role is to provide other researchers with information pertaining to the core arguments and findings underpinning your research which will allow them to ascertain whether it will be useful for their own research endeavours.
• Introduction
Provided a context and introduction that idenitifes your argument and provides an overview of the structure of your paper.
• Core issues
Provide a description of the core issues on your chosen topic and demonstrated the ability to outline a range of views before you defend your position. This includes academic and practice-based views.
• Position
Identify your position to the core issue. Defend your argument by providing an evaluation of the core issues pertaining to your topic. Remember to use a range of quality academic resources to support your position.
• Conclusion
Provide a summary to conclude your core issue and position.
• References
Your report should be written using quality of references, where possible - policy reports, research papers, journal articles and books. Provide a list of references at the end of your paper.

3. The word limit should not be exceeded by more than 10%. If necessary, attach additional reference material as an Appendix.

4. You are expected to draw on policy concepts relevant to the policy problem (e.g. codesign, implementation, evaluation etc.).

5. Include a list of references at the end, and use a consistent method for citing references (APA 7). The reference list is excluded from the word count. The paper should have a minimum of 15 references.
