Introduction- What is Safeguarding and why is it important

Safeguarding refers to protecting vulnerable individuals from harm and abuse. In order for this to happen workers must work in a way in which individuals are not suffering from any type of harm and that the likelihood of abuse and neglect has been minimised. This can be accomplished by promoting the understanding and standing up for the vulnerable when they lack the capacity to do it themselves.

It is critical to safeguard individuals because their lives will be adversely impacted without this protection. Their wellbeing and growth will be affected as it can be likely that they isolate from their family and friends. This can have an emotional affect and downfall if school is missed. Individuals deserve to be safeguarded from harm and abuse and be in an environment that is safe and healthy to them in which they can grow up and be open to their parents, teachers and any other adult when conflicts occur. All of this is important for the first stages in a child’s life as the care that the child receives can improve their ability to achieve full potential later on in life.

1. Environmental Factor

The health and social care setting could lead to the possibility of an individual being harmed or abused if for instance, the place is visited by little people or if the person lives on their own so it will be easier for an abuser to harm the individual without someone being aware of it. A service with a shortage of practice, support and staff surveillance will also risk of individuals being harmed or abused. For instance, in a care home where providers care for people with dementia for example, if they are not teaching workers how to meet the needs of individuals that they are working with then they may function in a way that may affect the wellbeing of the individual’s conditions as it is not being respected or supported. This will then bring people to challenges which can impact on tension levels in the workforce and lead to people’s dissatisfaction.

If workers employed in nurseries feel like they are not being supported by professionals in which they work with or they have an unreasonable number of workloads, then this can cause them not to fulfil their duties professionally. Moreover, little or no supervision of health and social care workers can lead to very poor practice and thereby make people more vulnerable and at risk of harm and abuse.

2. Individual Factor

Those with needs for care and support may be more vulnerable to harm and abuse because of the nature of their needs. Where a person is relying on providers of health and social care services for help in their daily lives, they are less likely to raise questions about their healthcare because they may be concerned that the services they require is discontinued to allow the workers to risk their employment. Individuals with communication/speech difficulties as a result of an illness or disability, for example, may be more vulnerable to harm or abuse as it may be challenging for them to express and explain what happened to them. Moreover, individuals with dementia or mental health problems may also be likely to harm and abuse.

People with dementia can have trouble recalling incidents therefore they are more at risk in being targeted by an attacker who realises that it may be challenging for the individual to remember what happened to them or tell someone what has happened. A person with a mental health problem can have a challenging behaviour that is difficult to handle which may result in increased burden or tensions for workers who are offering their love and support. A person with low mobility or who is vulnerable can be powerless and defenceless to protect themselves when harmed or abused or unable to avoid the situation as soon as possible as they may not have the knowledge or capacity to know what to do in these types of situations.

1. Care Act 2014- Link this to individual Factor (Vulnerable individuals being more likely to be harmed and abuse)

According to Irwin Mitchell (2019) “there is no fixed timescale for the assessment process, but the local authority should complete it within an appropriate timescale”.  individuals will be able to access these services and support by for example, using care assessments and care plans which will be included with an ‘action plan’. This ensures that there is a plan which is legal and that shows what services would be provided for individuals. The Care Act 2014 refers to the local authorities to assess people's needs and if they are eligible to public funded care. The local authorities should provide the individual with someone who will publicly support them and help them meet their needs.

2. United Nations Convention on the Rights of the Child 1989 (UNCRC) Link this to harm and abuse.

Although parents are permitted to choose how to bring up their children. The UNCRC provides that all children possess fundamental rights such as the right to life, the right to live and grow, the right to for an identity and name, and the right to be protected from harm and abuse from anyone else. The UNCRC also guarantees that children have the right to have and express their views, the right to be listened to respectfully, the rights to education, the right to privacy, the right to free speech, conscience and faith to the right to have access to both parents regardless of their circumstances of the relationship between the parents. In addition to these particular provisions on children’s rights. The UNCRC seeks to promote an appropriate environment for children, for example, encouraging signatories to offer childcare support to parents who are working. This ensures that the state’s social welfare system and social services are competent and efficient in providing children and their caregivers with sufficient health care.
