Malaysia is moving towards greening the country. The government is to tender out RM3.2 billion in green contracts this year. Part of the initiatives is to retrofit of 50 government-owned buildings with EE technology

Your partner in this project is Paramount, a local construction company. As the Project Manager, look into a proper (or formal) project management methodology with the appropriate processes, tools and techniques. Produce a set of documentation that reflects your best practices. 

Below are lists of some commonly found issues that are bound to surface in projects. The following problems have been identified in your project. 

  1. Malaysia’s general lack of experience comparatively to Japan, Iceland, Sweden, Norway and other green countries.

  2. weak business case 

  3. the project approval was not formally documented  

  4. there were no clear designated sponsors for the project 

  5. unclear lines of accountability and responsibility 

  6. most department heads felt that their department was the most important user of the system and focused on their needs only 

  7. the project manager’s authority was constantly overridden by the department head /managers        

  8. the computer and server hardware technical specifications were constantly being changed to suit new or added requirements  

  9. the hardware and software delivery agreement were not finalized and still under constant change in negotiation terms; while the project timeline is extremely tight. 

  10. the risks associated with the project, although documented, had no detailed action plans and were not categorized in terms of impact or severity  

  11. poorly developed test plan 

  12. risks of funds overrunning 

  13. the current network infrastructure needed a major upgrade to support the PCs and servers for the new system

  14. lack technical skills     

  15. there is no evidence that a proper project management process was followed

  16. it was generally felt that the in-house developed system was not very different from a vendor developed software   

In a team of three (3) members, group the issues found in your case study into three (3) major problems and propose three (3) major solutions. The solutions have to be designed for the problems identified. Assumptions can be made to assist in ascertaining the solutions but they must not impair the decision made on the scope and delivery of the project.    

Your team should aim to make your report interesting and engaging, without losing sight of the fact that the organisation (your case study) is seeking a professional approach to the problems. All analysis should thoroughly illustrate and document the pressing need to recover a failing project.

Instruction

As part of a team a single report must be submitted to senior management. The report should be a formally written document, the contents of which should not exceed 4500 words (excluding abstracts, tables, appendices, etc). An electronic copy should also be submitted with the report. 

Assessment Details

Your team’s report and your individual report will be assessed as follows:- 

A Group Report 

This is the main report that details your solutions and how a project management methodology, once introduced, will be able to recover the failing project. 

The main contents should be as follows:- 

    1. The assumptions and a management summary providing a brief scenario (5%)   

    2. Project Charter (15%)

    3. a detailed discussion of the project management processes and how they will be used to overcome each of the identified major problems. The solutions must be discussed and put in a proper sequence to indicate a good flow on how the methodology is used. (60%)

    4. a conclusion justifying why the solutions are the best possible solutions (5%) 

    5. references - use of Harvard referencing and appendices (5%)

    6. the workload matrix (identifying the  major solutions done by each member as discussed above 

Individual Journal Reflection

This is an individual report that provides a critique of the processes involved in group exercise and reporting. This should draw upon your personal diary/log of the experience itself and the theory and consideration of alternative methodologies for idea generation and screening. It should also consider theory and experience of the interpersonal aspects of working in a group with respect to the dilemmas, uncertainties and breakthroughs if any.
