The assignment asks you in the last part to make some ‘evaluative’ comments about the work of the agency.  BUT – can I make it clear that you should not give the impression to workers in the agency that you are ‘measuring’ them or being overly judgemental about their work. 
 
If you do convey this impression – then it’s probably a sure way NOT to get the cooperation of people with whom you are talking (which is understandable: If I was a youth worker or manager in an agency, and I thought some university student was being critical/judgemental of what I was doing – I’d probably tell that student to get lost! – but in a stronger way).  So it is best to avoid any hint of judgment. 
 
You should never, of course, expect to have contact with young clients of the agency (the young people themselves).  This is unethical and improper, and the agency should rightly refuse such requests (so avoid making any such request along these lines, it is not an expectation of the assignment).  This applies even to those of you who work in an agency – avoid directly reporting on the young people, or using them in your assignment unless such information already exists in a public document that has been released by the agency (eg, a quotation in an annual report, etc). 
 
There are many different ways you can write up the latter part of your case study.  The agency might be quite candid about their strengths and limitations, and this might crop up in conversations – without you having to probe too much.  There might be comments that you can make based on your own observations and reflections on what you see and hear (and read).  The agency might have evaluation data of their own that they will share. 
Description of the chosen agency:
•Describes the work of the agency clearly, focussing on their work with young people (not just the sales pitch; provide context and background).
•Describes the philosophy of the agency, particularly in relation to the welfare of youth (again, not just the sales pitch; provide context).

Critical analysis of the agency’s work:
•Describes how the work of the agency is related to youth crime prevention, or how it may be applied to this area.
•Critically explores the strengths and limitations of the agency’s work with young people.
•It provides a critical view of the agency, indicating a depth in understanding of the agency’s work and function.
